The head of the Central Election Commission, Ilirjan Celibashi, has sent a letter to the leaders of the parliamentary parties and the Electoral Reform Commission on the improvements of the electoral legal framework. 

The letter was sent to Edi Rama, Lulzim Basha, Ilir Meta, Tom Doshi, Agron Duka, Dashamir Shehit, Fatmir Mediu, Shpëtim Idrizi and Vangjel Dule.

In it, it is underlined that the rules of financing election campaigns should be improved. Meanwhile, Celibashi asks the Assembly to fill in the gaps in the Electoral Code for the vote of immigrants. 

"With decision no. 38, dated 09.12.2022, the Constitutional Court has decided: "The establishment of the violation of the constitutional right of immigrants to vote in the elections for the Assembly, due to the legal gap. The obligation of the Assembly to fill the legal gap within one year ". According to the CEC's understanding of this order of the Constitutional Court, voting from abroad will not be possible if the Assembly of Albania does not fill the gaps in the Electoral Code in relation to this vote, identified by the Constitutional Court. Please note that the preparation for the first-time development of voting from abroad requires time, which at least cannot be less than a year", the letter states. 

Celibashi recommends the expansion in many districts of electronic voting and counting. /CNA
