From the beginning of the meeting of the Security Council, the Russian delegation showed displeasure with the way of management by Prime Minister Edi Rama.

The Russian delegation asked the questions on what basis the speech of the Ukrainian president, Volodymyr Zelensky, was given priority and on what basis the Foreign Minister of North Macedonia was invited in the capacity of the Chairman of the OSCE.

Rama stated that Zelensky will take the floor first so that the members of the Security Council can answer his questions, while for the second question he emphasized that the OSCE has made a great contribution and he does not see any problem having representatives in the meeting .

Reply with the Russian delegation:

Rama:  I took note of the comments made by the Russian delegation and in response I would like to confirm that all council members have heard the list of persons who will speak in the given order. This procedural issue would have to be resolved by technique before opening the debate.

Given the subject of the debate today, we believe that inviting Zelenskyy to speak is in line with paragraph 33. Zelenskyy's giving the floor gives members the opportunity to respond to his questions.

He spoke in the first 5 meetings whenever he was invited. This is not the decision of the Albanian Presidency, but as a long practice of the Security Council, in full accordance with the regulation.

Regarding the second question, I have difficulty understanding it because the OSCE has a great contribution and we are here thanks to its contribution. Yes, the OSCE representative is Albanian, but if you were clear about what the problem is, tell me.

Russian representative:  We do not believe that the arguments you brought are convincing. You should explain to us why they gave priority to Zelensky.
