The Government approves the National Civil Aviation Facilitation Program

The Government has approved today the National Civil Aviation Facilitation Program and the organization and functioning of the National Civil Aviation Facilitation Committee.

Through a DCM, details are determined on how the organizational chart will be divided and how the Committee meetings will be held.

DECISION

ON THE APPROVAL OF THE NATIONAL PROGRAM OF FACILITIES IN CIVIL AVIATION AND THE ORGANIZATION AND FUNCTIONING OF THE NATIONAL COMMITTEE OF FACILITIES IN CIVIL AVIATION

In accordance with Article 100 of the Constitution and points 3 and 4 of Article 129 of Law No. 96/2020, “Air Code of the Republic of Albania”, upon the proposal of the Deputy Prime Minister and Minister of Infrastructure and Energy, the Council of Ministers

DECIDED:

1. Approval of the National Civil Aviation Facilitation Program, according to the text attached to this decision and forming an integral part thereof.

2. For the implementation of this program, the National Civil Aviation Facilitation Committee (hereinafter, the Committee) is established, which consists of:

a) the executive director of the Civil Aviation Authority – chairman;

b) a representative of a middle or senior management level from the ministry responsible for transport – member;

c) the director of the directorate responsible for migration from the ministry responsible for internal affairs – member;

ç) the director of the department responsible for issuing passports from the ministry responsible for internal affairs – member;

d) a representative of medium or high management level from the General Directorate of the State Police – member;

dh) the Director General of the General Directorate of Customs – member;

e) a representative of medium or high management level from the ministry responsible for health and social protection – member;

ë) a representative of medium or high management level from the ministry responsible for tourism – member;

f) a representative of medium or high management level from the ministry responsible for agriculture and rural development – ??member;

g) representative selected by air operators operating in Albania – member;

gj) representative selected by ground handling service operators at international airports of the Republic of Albania – member;

h) executive directors of airport management entities in Albania.

3. The Committee shall meet twice a year upon notice from the Chairman. The Committee may hold ad-hoc meetings whenever deemed necessary, in order to review the situation of the facilities and find solutions to problems that may arise.

4. Experts with specific knowledge and who may be of particular interest to the Committee may be invited to participate in its meetings.

5. The Committee shall have a Secretary, who shall be an employee of the Civil Aviation Authority and shall be responsible for carrying out all administrative preparations for the meetings of the Committee in cooperation with the Chairman.

6. The date, time and agenda of the meeting shall be notified in writing to the members of the Committee at least 10 (ten) days prior to the meeting.

7. For each meeting, the secretary of the Committee shall keep minutes and distribute them to the members of the Committee within 15 days of the end of the meeting.

8. The Civil Aviation Authority and the National Civil Aviation Facilitation Committee are charged with the implementation of this decision.
