Tirana Municipality's draft budget/ Pano: Scandal, 4 billion lek disappear

Democratic Party Municipal Council member Jonathan Pano denounces that the official budget documents of the Municipality of Tirana for 2026 show a difference of 4 billion lek, around 40 million euros.

According to Panos, the income table shows 11 billion lek in inherited funds for 2026, while the accompanying report states that they are over 15 billion lek. "This is not a mistake, it is a scandal. The question is simple: where did 4 billion lek go?", he emphasizes.

Pano underlines that, if it comes to incompetence, we have a municipality that does not know how to read its own budget; if not, then we have a much more serious problem with financial transparency.

"This is not a political debate, but the minimum of financial seriousness. Tirana is not governed with 4 billion mistakes," concludes the Municipal Council member.

The question is very simple:

Where did the 4 billion lek go? Was it spent? Was it hidden? Was it forgotten? Or are we simply dealing with total incompetence?

If this is incompetence, then we have a municipality that doesn't even know how to read its own budget. If it's not incompetence, then we have a much more serious problem.

A city that:

– it is no longer clean

– there is no less traffic

– is no longer safe

And a municipality that:

– I don't know how much money he has.

– I don't know where it leads.

– cannot maintain consistency in official documents

Is the budget being drafted with copy-paste? Are the relationships being written with ChatGPT, without any human control? Or do you think that citizens don't read?

"This is not a political debate. This is the minimum of financial seriousness. Tirana is not governed by 4 billion mistakes. And the citizens are not stupid," Pano writes.
