The "Mother Teresa" University Hospital Center and the University of Medicine have signed today a memorandum of cooperation with the "San Raffaele" university hospital center of European excellence and the "Vita-Salute San Raffaele" University of Milan, part of the largest and most prestigious network of hospitals in Italy and one of the most renowned academic and research institutions in the world.

The signing ceremony was held at the QSUNT premises with the presence of Prime Minister Edi Rama, the Minister of Health and Social Protection, Albana Koçiu, the Minister of Education and Sports, Ogerta Manastirliu, doctors, professors, students, as well as managers and staff from the prestigious hospital center in Italy, San Raffaele.

The Minister of Health and Social Protection, Albana Koçiu, during her speech, focused on the achievements and improvements of the health sector over the years.

Minister Koçiu detailed the most important works that have marked the transformation of the health system in the country, such as the increase in the budget, investments in infrastructure, in biomedical equipment, in new health services, in the medication scheme, and the increase in salaries for doctors and nurses.

"When we took office, the health budget was only 250 million euros, today with the increase and the increase in Social Protection, it is a historic budget of 1 billion euros. This means more job opportunities, more services, more investments and without a doubt, better quality health services. We have invested over these years and have built a total of 53 services and hospitals, 10 of which were built entirely from scratch. Investments have also been extended to primary services, building a total of 400 health centers throughout the country and transforming the way in which health services are provided in primary health care," said Koçiu.

The Minister of Health underlined that over the years the treatment and medication management scheme has completely changed.

"Since we took office, drug prices have decreased by 30% and in the meantime we have doubled the budget for reimbursable medications. We have also added 200 to the list of reimbursable medications for chronically ill patients. Today, there are 210,000 pensioners who receive 100% reimbursable medications, while 6,000 other uninsured citizens are offered healthcare services with the same standards as other citizens," she detailed.

In her speech, Koçiu said that in 12 years, the necessary biomedical equipment for diagnostics has been added, investing a full 70 million euros to equip all hospitals, and emphasized the radical transformation of the National Emergency.

Evaluating the work of doctors, Koçiu focused on improving conditions and increasing salaries. "When we took office, the doctor's salary was only 490 euros, today the average salary is 1670 euros, while the average nurse's salary is 850 euros. We will definitely continue to do more when it comes to the salary system, meritocracy, performance. For every doctor who chooses to work away from home, there is a bonus of 2500 euros on top of the salary they receive, to serve even in the most remote corners of the country," she underlined.

Meanwhile, a very important reform that has begun to be applied in our hospital system is the Hospital Autonomy Reform.

"It started at Memorial Hospital with great success, it is also extended here at the Mother Teresa University Hospital Center, and of course its essence lies in good internal management of the structures by the health teams themselves, by the doctors themselves, but also by the managers of the hospital structures themselves, with the sole aim of increasing the quality of service," said Koçiu.

Further, the Minister of Health spoke about the importance and impact that this agreement will have on the health system in the country.

"At the core of this agreement lies the building of a strategic partnership aimed at providing consultancy in the management and improvement of the operational efficiency of the QSUT and the University of Medicine, further strengthening the connection between scientific research, academic training and clinical services," said Koçiu.

Koçiu also said that this cooperation also includes specialized training programs for academic and healthcare staff, as well as the creation of joint research projects, further promoting innovation in the field of healthcare.

"In its entirety, this new alliance that we are building today will enable us to offer many quality services, deeper knowledge and many opportunities for our citizens," said the Minister of Health.

At the end of her speech, Koçiu focused on the vision and further goal of the transformation of the QSUT.

"What we aim for is for QSUNT to become one of the most advanced centers in health care in the Western Balkans. To be a center that is not just a center of gravity, but a center of a modern, efficient and even more professional system" - concluded the Minister of Health and Social Protection, Albana Koçiu. /CNA
