Lawyer Genc Gjokutaj has analyzed the latest cooperation agreement between the Italian and Albanian governments for the treatment of immigrants.
Gjokutaj underlined that this protocol, which claims to offer a solution to the immigration crisis, has revealed a clear lack of interest in a legal and humane approach to this delicate matter.
According to Gjokutaj, this agreement is a quick and unprepared effort, which ignores the need for extensive and inclusive discussions between experts and relevant institutions.
Examining the agreement in the context of political dynamics between the two countries, he raised concerns about its legitimacy and long-term effects on human rights.
Djokutaj concluded by focusing on the electoral interest that influences immigration policies, suggesting that governments should place the principles of justice and humanity above political gain.
"In fact, this is called the protocol of cooperation between the Italian government and the Albanian government regarding the treatment of immigrants.
But, as it resulted in the conception and then in the implementation of this protocol, there was no interest, or more precisely, making an accurate protocol in accordance with the legal and humane parameters to solve, in fact, legally, the problem of immigration . This is a problem that affects the whole of Europe, but due to the differences between the EU and non-EU countries, this is where a debate begins, from which the debate we are talking about today also originates.

In world practice, these agreements are very delicate, because they are related to basic human rights, they are related to jurisdictional relations between states, and of course this agreement should be preceded by a discussion among specialists.
The Italians have been very careful, despite the fact that Meloni hastened by bypassing the court and hastened to speed up the trial of that case, but you know that European courts have their own deadlines that cannot be postponed or approached, as happens for example in Albania.
The Italian government had drawn up a list of 22 countries that it considered safe, while the European court, the EU court, considers that these countries are not safe. Since the country of origin is not safe, the detention, treatment and processing of the asylum or asylum-seeking procedure in a European country had to be done only in the territory of a European country and in no other country.
Now, what the Rama - Meloni couple has cooked up in Vlora and how they have the trouble to avoid this standard of the law for EU immigrants, I don't know, but of course from the Italian side it is a pure electoral interest, because the issue of immigrants for Meloni has been the cornerstone of her electoral campaign, and in the end, Italians are less affected than we who host those immigrants", said Gjokutaj./ CNA
