A number of justice institutions, including SPAK, the Supreme Court, the Constitutional Court, the KLJJ, the ILD and the General Prosecutor's Office have refused en bloc to be participants or to designate their experts in this commission.
Often this commission has been criticized, emphasizing that it aims to control the institutions of justice.
The head of the government Edi Rama does not seem to have accepted the failure of this commission as he says that it was set up to advance the integration process and not to attack justice institutions such as SPAK.
