Mano warns: New parties with dubious financing, dirty game

Andrea Mano, the Democratic Party candidate for the Korça region, has given an interview to CNA TV where he discusses not only his political program, but also the long journey he has had within the Democratic Party. He begins the conversation with a personal memory, when in February 1991, as a student at the time, he decided to join the DP.

 They were days of hope and the search for change, in an Albania that had just begun to pave its path towards democracy.

For Manon, this commitment has turned into a deep spiritual relationship – a love that, as he himself says, never fades. Even after a period of emigration, he has returned to contribute to political life again, being active in party structures for more than two decades.

"With this expression you said to me, you reminded me of February 1991 when I first joined the DP, I was a student then, a very beautiful time. We were students who simply did not know where we were going but were looking for something different. We were looking for a change in our economic conditions, but then they worsened and we were also looking for political changes. When I think about it now that 35 years have passed since that day and when I think that my active life in the DP is about 24 years later, when I returned from emigration, to be honest it is a whole life. It is a love that never ends, it is a love that, with all its ups and downs, has ultimately taken root deep in the soul and despite the dissatisfactions, the challenges that we have not achieved as we thought, it is one of those loves that never fades. For me it is a privilege and an honor to continue contributing to the DP and to continue to be part of this team and this party that has brought changes, has made the most important reforms in the country and that we aim to "to carry out the most important reforms of recent years even after May 11."

Next, Mano talks about the composition of the DP electoral list in Korça. He emphasizes that, although the lists cannot satisfy everyone, a serious effort has been made to have a list that is as representative as possible. According to him, the contributions of individuals to the party, the representation of areas, various social groups, youth and women who have made an undeniable contribution over the years have been taken into account. In this way, the DP has aimed to build a list that not only speaks to its past, but also to the future – including young people who inherit democratic ideals from their families and who will be the next generation of leaders.

"Listat gjithmonë kanë të mirat e të metat e veta, ka lista që nga kënvështrimi i dikujt janë shumë të mira, nga këndvështrimi i dikujt tjetër nuk janë të mira. Por duke patur parasysh se si hartohen listat, me çështjen e përfaqësimit, atë të kontributeve në parti, atë të ndarjes së njerëzve që mbledhin vota në parti, ata që përfaqësojnë grupe të ndryshme interesi, unë besoj se për Korçën është bërë më e mira e mundshme brenda atyre mundësive që ne kemi patur për të përfaqësuar të gjithë flukset e individëve, kontributet e PD, zonjat të cilat kanë dhënë kontribut të pamohueshëm, të rinjtë sepse jemi munduar të përfaqësojmë edhe ata që pavarësisht se nuk kanë shumë vite që militojnë në PD, janë bijtë apo fëmijët e tyre që do ta çojnë më tej stafetën e PD ku ne më pas të mbyllim ciklin tonë pas vitesh. Është munduar që lista të jetë më përfaqësuese e mundshme. Unë jam nga ata që besoj tek optimizmi i listës e cila duhet të ngjallë shpresë tek qytetarët korçarë dhe duhet të maksimizojë votat për një PD më të fuqishme nesër, PD të bashkuar, larg mërive personale, por me synimin e vetëm fitoren në 11 Maj."

Një nga pikat më të rëndësishme të programit të PD, sipas Manos, është ndalimi i shpopullimit të Korçës dhe zonave përreth. Ai e pranon realitetin e hidhur që qyteti po boshatiset dita-ditës dhe i referohet të dhënave të fundit të Censusit, por edhe përvojës vetjake si banor i rajonit. Për ta ndalur këtë trend, PD parashikon një rritje të ndjeshme të pagave dhe pensioneve: paga mesatare për mësuesit dhe punonjësit e tjerë të administratës do të arrijë në 1200 euro, ndërsa pensionet do të nisin nga një minimum prej 200 eurosh, me rritje të përvitshme prej 20% për pensionet më të larta.

"Së pari është rritja e rrogave dhe pensioneve, ka lidhje me Korçën sepse vitet e fundit Korça sa po vjen e po boshatiset. Këtu nuk ka njerëz që e nxijnë apo e zbardhin këtë fakt sepse jemi akuzuar shpesh që kjo s'është e vërtetë, por edhe nga censusi i fundit këtë mund ta shohin, edhe nga ne që jetojmë në këtë rajon. Hemorragjia e njerëzve për të ikur nga Korça është bërë shumë e madhe vitet e fundit. Besoj që rritja e rrogave në 1200€ rrogat mesatare, për shembull mësuesit, pensionet do të shkojnë minimumi 200€ dhe rritja 20% çdo vit e atyre që kanë pensione më të larta."

Një tjetër aspekt i rëndësishëm i programit është krijimi i lehtësive për të rinjtë, që të mos largohen nga vendi, por të investojnë në hapjen e bizneseve të reja, falë politikave fiskale që do t’i lejojnë të mos paguajnë taksa për një periudhë të gjatë kohe. Ulja e çmimit të naftës është gjithashtu një nga premtimet konkrete, ku PD propozon që nafta të shitet me 1000 deri në 1100 lekë (të vjetra) për litër, krahasuar me 1700 lekë që është aktualisht. Kjo, sipas Manos, do të ndikojë direkt në fuqinë blerëse të qytetarëve dhe do të gjallërojë ekonominë vendore. Fermerët zënë një vend të veçantë në programin e Manos. Ai shpreh shqetësimin për situatën në bujqësi, ku kultivimi i frutave si mollët po zëvendësohet me mosprodhim, duke çuar në goditje të fortë të sektorit dhe largimin e fermerëve. Ai sjell shembullin e zonës së Zvirinës, ku sipërfaqe të mëdha me mollë po lihen pa prodhim, çka, sipas tij, është sinjal alarmi për qeverisjen dhe për mungesën e mbështetjes në sektorin rural.

"Rinia që do të ketë lehtësira shumë më të mëdha nga çka sot me qëllim që mos largohen nga vendi por të kenë mundësi që me bizneset që do hapin, me faktin që sdo kenë taksa për një periudhë të gjatë kohore, të mund të rrinë këtu. Fakti që do të ulet çmimi i naftës i cili do jetë 1 mijë lek (të vjetra) apo 1 mijë e 100 lek (të vjetra) nga 1 mijë e 700 lek (të vjetra) që është sot, do të bëjë që njerëzit të kenë më shumë lek në xhepat e tyre dhe do kenë mundësi që këto lek ti investojnë në tregun e Korçës. Ky program është një program interesant, program sfidues por unë besoj që është program që mund të realizohet, pa harruar këtu edhe fermerët. Unë kam qenë në Zvirinë e më thanë që shumë hektarë të mbjellë me mollë kanë filluar po priten dhe është shumë e dhimbshme. Në momentin që ti fillon e nuk kultivon qoftë pemët frutorë dhe i jep një goditje bujqësisë, ata njerëz do ikin sepse në momentin qe s'ke alternativë tjetër në bujqësi, në blegtori, sigurisht që do ikësh."

Përsa i përket mënyrës së zhvillimit të fushatës, Mano e përshkruan stilin e tij si të afërt me qytetarët. Ai thekson rëndësinë e takimeve të vogla dhe të drejtpërdrejta, ku mund të dëgjojë hallet e njerëzve dhe të ndërtojë ofertën politike jo vetëm mbi bazën e programit të PD, por edhe në bazë të nevojave reale që i shprehin qytetarët. Ai ndjen një atmosferë pozitive dhe një valë dëshire për ndryshim, që shkon përtej ndarjeve politike tradicionale.

"The meetings are very interesting, my campaign style is one with the citizens and for the citizens. They are small meetings where I want to meet the citizens one by one, listen to their concerns and problems, and that's how I build my offer alongside that of the DP. I believe that they are very good meetings, I have seen an optimism among the citizens of Korçë for change. Regardless of which party they belong to, the impression I have and the feedback I have received in these first 4 weeks is that everyone wants change. What I have tried to do and will continue to do by unveiling the DP program, I have explained to them which of the alternatives is the best for today and I believe that the alternative of the DP and its coalition is the best."

In this context, Mano also warns of the danger that, according to him, comes from some new parties that are using dubious financing to target traditional DP voters. He describes these movements as a "dirty game" that seeks to hit the DP's electoral base through manipulation and deception, in the service of the current government forces.

"I have also explained to them not to fall prey to small political tricks by parties that are financed in a strange and secret way by the government to mainly get votes from the DP vote bank. It is a dirty game that is actually being played by some new political forces, so-called new parties, but that have a goal and I see this in the way they move in the electorate, in the way they contact to get votes, they have the goal of getting as many votes as possible from DP voters. I believe that Albanian citizens should not be divided into citizens who vote for the DP or the SP, but should be considered as Albanian citizens to whom you should give an alternative and convince them with your alternative."

His criticisms are not lacking towards the Socialist Party either. Mano describes the SP list in Korça as a “clique list”, where decision-making has not been representative of the community, but the result of close interests and personal ties with local or political leaders of the SP. He sees this as a continuation of the status quo that has only brought departure and disappointment, while the DP list, according to him, offers hope and alternatives for the future.

"The SP list is a list of heads. A list of heads for individuals who are close to the SP leaders, be it the regional or the political leader of the SP. It is a list that in my opinion does not represent the Socialist Party, it represents a small group of individuals and interests, but I believe that the DP list is many times better, more representative, but the SP list is unfortunate, a list to maintain the status quo that we have, a list that ultimately does not give you hope and of course the citizens of the Korça region will know how to evaluate among the alternatives what they think is best for the Korça region and for the future of their country."

At the end of the interview, Andrea Mano thanks all the citizens of Korça for their hospitality and patience in listening to his vision and that of the Democratic Party. He calls on all those who believe in real change to support him in these elections, for an honest and real representation in Parliament. He promises that his political approach will always be sincere and based on dialogue, being the voice of the citizens and not simply a part of the system.

"I want to thank all the citizens of Korça for the very civic approach they have given us, for the patience to listen to us. I see that there is a desire for optimism, for change among them, I would invite them to vote for the DP program and those who believe that I can be their representative in parliament, to support me in this goal of mine, in this way and the approach that I am addressing them to represent them. My approach is a sincere, true approach. Even in these months that I have been in parliament, I have tried to make a difference in my way, whether in my speeches, or in the way I have addressed the citizens of Korça mainly."

Andrea Mano seeks the support of the citizens of Korça not only as a candidate of the Democratic Party, but as their voice within the institutions. With a direct approach, a detailed program and a long-term political commitment, he aims to restore hope, stop the mass exodus from the region and offer concrete alternatives for the development of Korça.
