The son-in-law of Sali Berisha, Jamarbër Malltezi, who is in jail because of the issue of the privatization of the former "Partizani" complex, has reacted to an article written by Blendi Kajsiu.

Malltezi says that Kajsiu has behaved as if he were a volunteer spokesman for Prime Minister Edi Rama and has tried to justify SPAK's actions as legal.

He once again denies the accusations of SPAK and all the claims of Kajsi, while declaring that there is no fact, evidence or document that proves them.

Berisha's son-in-law considers as lies the accusations of enrichment from the favors of the government and enrichment only during the time Berisha was in power. 

Full statement:

In his article entitled "The predicament of the pro-partisan defense", Blendi Kajsiu, as if he were a volunteer spokesman for Edi Rama, repeated with sick zeal the disgusting lies and manipulations of the prosecutors' file, servants of Edi Rama, as well as to be one of them. 

The main purpose of the author is to justify as legal the imposition by the SKAP of the party, by political order of Edi Rama and in flagrant contradiction with the Constitution, of security measures, as persons under investigation, against the chairman of the DP, Sali Berisha, and the imprisonment politician of Jamarbër Malltez, member of the National Council of the DP and head of the Department of Environment of this party, son-in-law of Sali Berisha.

In function of this goal, proving that he does not know ethical, legal, let alone intellectual norms, Kajsiu speaks on behalf of anyone. He sometimes becomes a volunteer spokesman for Edi Rama, other times the poor lawyer of SKAP as a whole, sometimes in particular of Rama's servant prosecutors. It even claims to represent the opinion of the entire spectrum, but at the same time, the law and evil.

In function of this goal, Kajsiu, without any facts, evidence, or documents, as if he were a member of the extreme Marxist-Leninist groups, for whom private property is the mother of all evils, demonizes the process of returning to full compliance with the laws, of the thing stolen from the owner, of the property confiscated 60 years ago by the communist regime from the owner. So, he anathematizes a constitutional and legal process, from which, until today, hundreds and thousands of former Albanian owners, one of whom is me, have received their properties.
In order to fanatically defend the political decisions of Edi Rama and his servants in SPAK, Kajsiu, as a good soldier of theirs, repeats their fabrications against me like a parrot.

Among other things, he writes that my enrichment was made possible by the favorable decisions of my father-in-law Sali Berisha in power, that I didn't get rich because I was a good entrepreneur, but by the power of my father-in-law, that I got rich precisely during the time of power in-laws and not before or after this period, and that I got rich not like the other owners. Even, maliciously and without any facts, just like scammers who hide documents, I question the origin of my wealth.

Regarding these despicable lies of Kajsi, repetition to order of all the slanders against me by Edi Rama and his servant prosecutors, I will answer here below, more for the readers than for their author.

LIE ONE: My enrichment from the favors of power.

Kajsiu tells a shameful lie, for which Edi Rama's servant prosecutors, after three years of exhaustive investigations, could not find any evidence, document or testimony of any person that could blame me. Precisely for this reason, they could not file criminal charges against me, but they imprisoned me by political order of Edi Rama, without being able to file charges against me.

Anyone who does not intend to lie knows that favors from power are obtained by breaking the law. But after three years of exhaustive investigations, SPAK has not been able to find any evidence, document or testimony, of any kind, to prove that in the handling of the Partizani Club file, where I am 1 of the 300 owners, there was the slightest legal violation from Sali Berisha, to favor me. In fact, this is crystal clear from the 200-page decision of the captured justice, by Edi Rama, whose prosecutors and judges for the smallest violation of the law would shout 'eureka' and file criminal charges.

In addition, I accept that favoritism by the government would be an accelerated procedure like that of Edi Rama with 17 decisions signed in 24 hours in the case of incinerators. But I never accept the deception of the scapists, who in their political file state that the return of the property and the privatization of the Partizani Club Complex began in 2006 and ended within four months, which was actually the maximum legal term for considering a file.

Quite unlike this fraud, the official documents clearly prove that the process of recognition and return to the land confiscated in 1946, as well as the privatization of the buildings built in the Partizani Club, began in 1994 and ended at the end of 2009. it was taken out of the expansion plan when Sali Berisha was in the opposition and likewise, the privatization process was started by the previous socialist government and not by the government headed by Sali Berisha. The owners took possession of their property 8 months after they had paid for the privatized facilities built on their land.

Only Edi Rama and his servants in the prosecutor's office or the media can consider a procedure that lasts 15 years, during the change of many governments, to be accelerated!
I also emphasize that the Begeja family, a family on the top list of gold confiscation by the communist regime, which had properties confiscated over 1 million m2, until today, has managed to get less than 8% of its properties.

In addition to these, I add that there is no law signed by Sali Berisha that is separately related to the recognition, return of land and privatization of buildings built on the property looted by the communist regime at the Partizani Club complex. 

Every law signed by Sali Berisha from 2005 to 2013 had the main purpose of the reforms promised in the DP program as a whole, including those in the field of ownership. These reforms aimed at protecting the public interest and returning the confiscated property to the rightful owner. Thanks to these reforms in the field of property, until 2012, more than 1,577,400,000 m2 of land, of which 119,120,000 m2 of plot of land, have been physically returned to expropriated subjects, i.e. hundreds - thousands of legal owners. From the latter, I received 410m2 of land inherited from my family and confiscated by Enver Hoxha's regime 60 years ago. These are the properties of the fathers that have been returned to the legal owners and not millions of m2 of property, which Rama takes from the legal owners to give to his pigeons, ministers and oligarchs.

On the claim of Edi Rama, his servant prosecutors, which Kajsiu also trumpets, according to which the decision of the Council of Ministers of 2008, on the use of securities in the privatization process, was intended to favor me, I emphasize that this it is a shameful and scandalous fraud.

Privatization money and securities have been distributed according to a special law since 1995, and about 1.3 million Albanians have benefited from them. Repeatedly, the various Albanian governments have made periodic decisions to extend their use in the privatization process, even after 2013. So far, citizens have benefited from them over 300 million euros in privatizations with securities.

For my personal benefit from the 2008 decision on the use of securities, I clarify that the government decision, which the prosecutors of Skapi, servants of Edi Rama, claim was taken in my favor, was signed a month after the five land-owning families of the Partizani Club had paid the sum of 700 thousand dollars in lek for the purchase of privatized antiquities that were located on their land.

The Begeja family, according to the obligation from the property they had there, received 40% of this amount. While in the other obligation of 100 thousand dollars for the payment of other objects that were paid after the exit of VKM, the Begeja family, according to the ownership they had there, had to pay only 5%, or 5000 thousand dollars of this amount and Jamarbër Malltez, who owned 1/64 of this part, he had to pay 75 USD, of which 60 USD he could pay in securities.

To claim that in order to favor me with 60 dollars, the government decided to use the securities in the privatization of the owners, a decision from which thousands and thousands of owners benefited about 30 million dollars, you are a million times far from the truth. But with all this, to their shame, this is the claim of Edi Rama, the scapist servants and Kajsi as his spokesman.

THE SECOND BIG LIE of Edi Rama's volunteer spokesperson: Jamarbër Malltezi got rich only while Berisha was in power. 

This is another low public deception of Kajsi, as Rama's spokesman. He unabashedly misleads the public when he writes that according to him, evidence of the use of Berisha's power for my enrichment is the fact that I got rich while Berisha was in power and not at any other time, before or after his power.

Out of respect for the reader and not for Kajsi, who is left to chew on the slanders and lies that force him or like him, I clarify the following.

During 32 years I have never benefited a single penny from the state except my university salary and that, regardless of who was in power.

But since Kajsiu undertakes, in the name of Edi Rama, to make a false audit of my property and mischievously deceives about the time of its creation, I declare that the official documents prove the opposite. They prove that 80% of my assets were created when Sali Berisha's opponents were in power.

Specifically, until 2005, all my income comes from the salaries, per diems, bonuses of my and my wife's work for 7 years as UN officials in Kosovo and amount to more than 850 thousand dollars. This income is fully invested in real estate.

All my income from 2006 to 2009, i.e. before the privatization of Partizani Club, comes from apartment rents, our salaries as project managers, lecturers, as well as consultancy in the fields where we are specialists, without any connection to the public sector . These assets are worth many times more today than their value in the years they were purchased and make up over 30% of the value of my assets.

All these are declared in every penny in taxes and ILDKP. While about 60% of our family assets were created after 2014, from income from investments, rents, from university salaries, as well as our consultancies in the private sector. All my family income is declared and repeatedly checked by all responsible institutions. 

Regarding the custom fraud that I have become richer than others in the construction business, and therefore, we are dealing with corruption, I clarify the following. First, in the partnership, each partner earns in proportion to the capital he invests. After receiving the property, each owner was invited to invest in relation to his property up to 25%. Of all the owners, three of them preferred to participate in the investment – ??me and two others.

I entered the investment with 35%, the other two partners with 40% and 25%, respectively. Secondly, in this partnership I invested in the first phase of the project 113m2 from inheritance (out of about 400m2 that was my inheritance in the whole land), 1100m2 of land bought from other co-owners (out of about 2100 bought in the whole project ), as well as nearly 45 thousand euros.

The three partners from the beginning agreed to sell the apartments in the pit, at a favorable price, and to invest the sale money to continue the development. All these are documented in hundreds, contracts, bank, construction, tax invoices. They prove, among other things, that my profit was in relation to the investment and the agreed quotas.

Kajsi's ??political standard, like Edi Rama's, is the thief's standard, according to which, in the political evaluation of corruption, the implementation or non-implementation of the law is of no importance.

Aware that there is absolutely nothing in the file of the political prosecutors and servants of Edi Rama, Kajsiu to justify and justify the unconstitutional and illegal decisions, dictated by Edi Rama, for the removal of the freedom of exit outside Albania of the chairman of the PD Sali Berisha and my political imprisonment by the Party Cabinet, goes so far as to write that 'for the political Standard it is not necessary to prove that the enrichment was legal or illegal. To accuse politically, it is enough to prove that the family members of a prime minister have become millionaires during his government, regardless of the method.

This is a scandalous statement, which shows that for Kajsi there is no border or difference between truth and lies, between morality and immorality, between the politics of law enforcement, the functioning of the rule of law as the main pillar of the democratic system on the one hand, and the politics of evil, illegality and state capture on the other hand. This is exactly Edi Rama's Standard. In this political standard, the border between the honest and the thief, the corrupt and the uncorrupt, the legal and the illegal, between the wealth established by honest work, in accordance with the law, by the ruler's family and the wealth established by theft and illegal benefits, which are created by favors of power.

According to the political standard of Kajsi, in fact of Edi Rama and his servant prosecutors, in the case of the prime minister there is no difference between the one who, in accordance with the laws, gets his land after 60 years and is imprisoned for political motives and the daughter of Edi Rama, the prime minister, that, contrary to the basic law of the state, inflates bank accounts with taxpayers' money, winning tenders which the constitution prohibits for the children of prime ministers.

According to this political standard, there is no difference between the one who, in full compliance with the laws, took the land confiscated by the communist regime and Edi Rama, who, contrary to the laws, robs the land and builds for himself the Sarajes of Surreli, with foundations 57 m long and with a 5,000 m2 park, at a time when only 3,800 euros and 400,000 Lek were declared in the ILDKP.

According to the Rama-Kajsiu standard, there is no difference between the one who, in accordance with the law, received after 60 years the land seized by the communist regime and declared every penny of his income, with Edi and Linda Rama, whose family built the palace five floors in the palace square without any tax, customs, bank or construction invoice. According to the amoral standard of Edi Rama and Kajsi, there is no difference between Olta Xhaçka, who made the husband a strategic investor, and the builder Fatmir Bektashi, who is kept as a security measure only because he was a partner with the son-in-law of Sali Berisha.

Indeed, with the political standard that Kajsiu serves, with which he tries to defend the crime and corruption of Edi Rama and his suite, we are dealing with the demolition of a wall that separates the honest man, who applies the rules and laws of the state and the ethics of the profession, with the paid killer of free speech, the pseudo-intellectual who does not know any norms and violates the law and the constitution for his enrichment.

In doctrine, this political Standard that equates white with black only that they are colors, is the Standard of the anarchist, or of left-wing extremists who hate private property because, in their Marxist-Leninist ideology, private property must be destroyed as it arises every day capitalism. But in this particular case, this Standard is the platform for the legalization of state theft and robbery by Edi Rama, his family members and ministers.

In conclusion, I want to recall here that politics and law are certainly not one. But essentially they both work together, with the ultimate goal of bringing justice and order. It is the political system that gives rise to the legal system and thus creates the necessary conditions for the implementation of its goals and objectives, the formation of institutions, the regulation of appropriate activities and processes.

And the policy that equates the legal with the illegal is the politics or scum of Edi Rama and his followers./ CNA
