The Anti-Corruption Spokesperson at the Democratic Party, Genta Vangjeli, has denounced a case of violation of the law in the Municipality of Tropoja.

In a statement to the media, Vangjeli said that in violation of the KPP decision, he continued the procurement procedures and ordered for the third time the reassessment for the construction of the Auto Kika-Gj. Dragobisë-Qafë Paje road.

 

 

Denunciation of Genta Vangjeli

 

The Democratic Party once again denounces the successive scandals that continue in the Tropoja Municipality, where for the third time the law and decision-making of independent state institutions are being openly challenged.

On October 15, 2025, the Public Procurement Commission took the third decision for the tender with the object 'Construction of the Kika-Gj. Dragobisë-Qafë Paje Auto Road', with a limit fund of 82.9 million lekë, clearly defining:

"To prevent the contracting authority, the Municipality of Tropoja, from continuing with the further steps of the procurement procedure and to order for the third time the reassessment of the procedure according to decision no. 1181, dated September 3, 2025."

However, despite this third decision of the CPC, the Municipality of Tropoja has continued to act with the same standard, and has even requested the Court to take the measure of securing the lawsuit.

The Tirana Administrative Court of Appeal, with decision no. 92, dated November 3, 2025, rejected the municipality's request.

Violations of the law in this municipality are not new. We recall that Ms. Zyra Islamaj was appointed to head the institution at the end of 2024, after the arrest of Mayor Rexhë Byberi. The latter was released from house arrest and was ordered to appear, by the decision of Judge Irena Gjoka, while he continues to be accused of the criminal offense of "Abuse of office".

Meanwhile, Ms. Zyra Islamaj herself has been named as a defendant by SPAK, which accuses her of passive corruption in a tender procedure.

Even though under investigation by SPAK or with ongoing processes at the GJKKO, arrogance and disrespect for the law continue without any hesitation from the officials of this municipality.

This raises the question: Who gives these individuals the guarantee to continue with the same corrupt practices, even more serious ones?

The day when this collective behavior in violation of the law will end is not far off. Violators will be held accountable.

The Democratic Party remains determined to stand by citizens, economic operators and every individual who demands their right guaranteed by law./CNA
