The Electoral College, at today's meeting, accepted the new deadlines for the local by-elections.
Deadlines proposed by the Central Election Commission for elections in the country's 5 municipalities.
Partial local elections will be held on November 9, in the municipalities of Tepelena, Mati, Cerrik, Berat and Vlora.

DECISION ON THE APPROVAL OF SOME PROCEDURAL DEADLINES RELATED TO THE BY-ELECTIONS FOR MAYOR FOR SOME LOCAL GOVERNMENT UNITS, TO BE HELD ON NOVEMBER 9, 2025
In support of Presidential Decree No. 350, dated 1.10.2025, “On setting the date of the elections for Mayor of Berat, Tepelena, Cerrik, Mat and Vlora”, of Article 20, point 1, letter “a”, Article 6, Article 29, point 6, Article 36, point 2, Article 59, Article 64, Article 65, Article 67, point 1, Article 70 and Article 94, point 1 of Law No. 10019, dated 29.12.2008 “Electoral Code of the Republic of Albania”, as amended, upon the proposal of the State Election Commissioner, the Regulatory Commission
DECIDED:
1. The municipalities of Berat, Tepelena, Cerrik, Mat and Vlora, as well as their subordinate institutions, are obliged to report to the Central Election Commission all activities of a public nature that they plan to carry out in the period from 25.10.2025 to 9.11.2025.
The same obligation also applies to central public institutions, their subordinate bodies and their local branches, as well as state agencies and/or enterprises, for activities of a public nature that they plan to carry out in the period from 25.10.2025 to 9.11.2025, in the territory of the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora, or for them.
2. The Audiovisual Media Authority monitors the OSHMA for the public activities of the public institutions specified in point 1 of this decision, from 25.10.2025, from 08:00-00:00, or as the case may be, until the end of the program.
3. The election campaign for the local by-elections for Mayor in the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora begins on 1.11.2025.
4. The Civil Registry Office in these municipalities, in cooperation with the General Directorate of Civil Registry, shall compile voter lists no later than 6.10.2025. Within 48 (forty-eight) hours from the completion of the update, the acting mayor of the local government unit shall approve and publish the voter lists, in accordance with Article 48 of the Electoral Code.
5. The Prefects of the Regions shall submit to the Central Election Commission the complete list of facilities within the territory of the Region that meet the conditions provided for in the law for the Vote Counting Site, no later than 16.10.2025.
6. The Mayors of the Municipalities in office shall designate public places, in the territory of the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora, for the posting of propaganda materials by electoral subjects, no later than 16.10.2025.
7. Political parties that have the right to nominate members/secretaries in the CEAZs of the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora, for the partial elections for mayor, must submit their proposals to the Central Election Commission, no later than 16.10.2025. The State Election Commissioner approves the composition of the CEAZ, no later than 17.10.2025.
8. Political parties, which have the right to nominate members to the VCC, must submit them to the respective CEAZs, no later than 20.10.2025. The CEAZ makes a decision on the appointment of VCC members, no later than 25.10.2025.
9. Political parties, which have the right to nominate members to the GNV, must submit them to the CEAZ, no later than 28.10.2025. The CEAZ makes a decision on the appointment of the members of the GNV, no later than 30.10.2025.
10. Political parties must submit a request to the CEC for registration as electoral subjects for the partial elections for Mayor in the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora, no later than 16.10.2025. The CEC returns the documentation for completion within 24 (twenty-four) hours from submission. Political parties submit the corrected documentation within 24 (twenty-four) hours from return for completion. The State Election Commissioner approves the requests for registration within 24 (twenty-four) hours from re-sending the documentation.
11. The Initiative Committees must submit the request for registration to the CEC for the municipalities of Vlora and Berat, as well as to the respective CEAZ for the municipalities of Tepelena, Cerrik and Mat, no later than 16.10.2025. The CEC or, as the case may be, the CEAZ returns the documentation for completion within 24 (twenty-four) hours from the submission. The Initiative Committees submit the corrected documentation within 24 (twenty-four) hours from the return for completion. The CEC or, as the case may be, the CEAZ approves the requests for registration within 24 (twenty-four) hours from the resending of the documentation.
12. Electoral coalitions must submit to the CEC the request for registration as a coalition for the partial elections for Mayor in the Municipalities of Berat, Tepelena, Cerrik, Mat and Vlora, no later than 21.10.2025. The State Election Commissioner approves the request for registration as a coalition within 24 (twenty-four) hours.
13. Candidacy documents shall be submitted to the CEC for the municipalities of Vlora and Berat, as well as to the CEAZ for the municipalities of Tepelena, Cerrik and Mat, no later than 24.10.2025. The CEC or, as the case may be, the CEAZ shall verify them no later than 24 (twenty-four) hours from their submission, and if it notices irregularities, it shall return them for completion. The completed documents must be resubmitted no later than 24 (twenty-four) hours. The CEC or, as the case may be, the CEAZ shall make a decision no later than 24 (twenty-four) hours from their resubmission.
14. The application for accreditation of Albanian observers shall be submitted to the Central Election Commission no later than 25.10.2025 and for foreign observers no later than 6.11.2025.
15. The submission of accreditation requests by electoral entities participating in the elections shall be made to the CEAZ no later than 6.11.2025. The accreditation of observers shall be made no later than 7.11.2025.
16. The results of election polls may not be published during the last 3 (three) days before the election date, including the election date, until the closing time of voting.
17. The administration of the Central Election Commission and other institutions mentioned in this decision are charged with its implementation.
18. This decision enters into force immediately and is published on the official website of the Central Election Commission.
19. An appeal may be filed against this decision at the Judicial Electoral College, at the Tirana Administrative Court of Appeal, within 5 (five) days from its announcement.
