"Who is Rama disinforming?"/ Fredi Beleri: The court did not dismiss

The elected mayor of Himara, Fredi Beleri

Prime Minister Edi Rama, in a response to the resolution of the European Parliament, said that he does not intervene in the case of the elected mayor of Himara, Fredi Beleri, and that it is the court that has refused to give him permission to take the oath.

For this statement of Rama, a reaction came from Fredi Beleri, who claims that Rama is disinforming the public opinion and Albania's friends in the world.

He claims that GJKKO did not reject his request for special permission to take the oath, but said that this permission is the competence of the Director of the Criminal IEV.

The elected mayor declares that in two cases the General Directorate of Prisons has expressed itself outside the 24-hour period provided for in the regulation and in the last case it has not expressed itself at all.

Clarification for public opinion and a reminder for Prime Minister Rama.

Based on the articulations these days of Prime Minister Rama made public in the media regarding the issue of my oath and also starting from his last post on FB about his alleged answer "at any time and in any form" for the People's Party of Europe EPP Group in the European Parliament, I inform you that:

There is no court decision that has overturned my request for special permission to take the oath. The court has said that this permit is the competence of the Director of the Penal IEV where I am.

With decision no. 266 dt 26.06.223 of the Special Court of First Instance for Corruption and Organized Crime, regarding the request for Authorization to allow me to participate in the meeting of the Himarë Municipal Council dt 27.06.2023, has reasoned that: "As above, the court finds that in the concrete circumstances it is not the competent authority that disposes of granting the permission requested by the person under investigation".

In two cases, the General Directorate of Prisons has expressed itself outside the 24-hour period provided for in the regulation, and in the last case it has not expressed itself at all, in order for me not to appeal the refusal in court.

It is universally known that the Penal IEPP and the General Director of Prisons are the nomenclature of the Council of Ministers in Albania and are not "independent bodies of justice".

In Albania, there are several previous precedents in which authorization was granted for special permission for deputies who went to the Albanian Parliament to vote on laws or to take the oath while they were detained under the measure of prison arrest. (The case of MP Mark Frroku and the case of MP Azgan Haklaj). It is clear that when the political power wanted, there was no limitation or legal obstacle for the authorization for a special permit to be granted.

In the elections of May 14, 2023 in the municipality of Kukës, the Court of First Instance of Kukës, with decision no. (332) 91 of May 13, 2023, ordered the voting permission of 26 detained and imprisoned citizens, in the voting center no. 0647/01 set up in the Kukes Polyclinic.

These voters, with special permission, on May 14, 2023, were accompanied by law enforcement bodies near the voting center and voted regularly, guaranteeing their constitutional right to vote.

In this context, not giving permission to take the oath, I repeat, is a serious restriction of my constitutional rights and also an expression of an autocratic and illegal attitude directly against Prime Minister Rama, who cannot accept Himara's "vote" against him on May 14.

Prime Minister Rama unfortunately continues to "supply" the public opinion and Albania's friends in the world with lies and misinformation regarding my arrest and also continues through public statements to exert pressure on the courts with proclamations and speeches unrelated to me personally and the media that have realistically reflected the facts and circumstances of the case in question.

In the following, I want to inform you that I, too, am committed, at any time and in any way, to publish and inform any relevant international organization about the details of my investigative file and the manipulated or falsified evidence administered in it, every details of the activity of the State Police and the Prosecutor's Office, which were openly put at the service of the Prime Minister "to arrest the candidate for the Mayor of Himara, publicly declared a personal enemy of the Prime Minister Edi Rama for a week in a row".
