Criminalistics expert Ervin Karamuço, during an interview on a television show, commented on the situation created after the arrest of Tirana Mayor Erion Veliaj, and the difficulties this has brought to the management of the institution.

Karamuço emphasized that Veliaj's stay in detention not only makes it difficult to manage the municipality's services, but also creates great frustration.

According to Karamuço, it is impossible for a mayor to effectively run an institution from a detention facility, where he does not have the opportunity to communicate directly and coordinate activities. He added that in such situations, a transfer of powers is very difficult, as there is not enough time to delegate tasks and functions.

"The arrest did not last long enough to give him the opportunity to transfer powers. This cannot be done at that moment, because the moments of the arrest do not leave time to deal with other issues," Karamuço explained.

Regarding the impasse created by the confusion of orders and sudden changes in decisions, Karamuço stressed that Veliaj may have been misinformed through communications from outside, making it difficult to follow the process and execute the orders given. He added that this type of management, where Veliaj has to lead from Durrës, has created administrative chaos, where competencies are passed from one person to another without proper coordination.

"This big dilemma of commanding from Durres, Tirana, you have to do it through a trusted person, who receives the powers and then you have to check how this official is correctly fulfilling these powers," he said.
