The State Commissioner of the CEC, Ilirjan Celibashi, and the head of SPAK, Altin Dumani, held a meeting today at noon. The purpose of this meeting was to increase institutional cooperation in the function of preventing and prosecuting electoral crimes.
The creation of an Institutional Coordination Protocol between the CEC and SPAK was discussed, which will enable 24/7 open lines of communication, immediate reporting and rapid intervention in cases of violations. SPAK will organize dedicated structures at the central and local levels, composed of prosecutors and investigators, who will work in synchrony with our representatives in each region and at the central level.
The joint statement states:
"We are determined, in cooperation with the General Prosecutor's Office and SPAK, to increase institutional presence on the ground, starting three months before the election date and until the end of the counting process. We will create dedicated mechanisms for real-time monitoring and reporting of any issues, ensuring that any suspected case is immediately addressed by the competent institutions."
One of the concrete steps in this direction is the creation of a unified reporting system, where citizens, civil society and other stakeholders will be able to report possible cases of electoral crimes. These reports will be analyzed with the utmost seriousness not only by the CEC, but also by SPAK investigators and prosecutors to guarantee a full and efficient prosecution of any violation.
Another important aspect of the discussion was SPAK's access to the CEC's Public Activity Reporting Interface (NIR), the system that monitors and identifies potential violations during the campaign and election administration. This will increase the efficiency of investigations and help identify illegal practices that undermine the fairness of the electoral competition.
For our part, at the CEC we are working on establishing the Electoral Process Monitoring Center, which will operate 24/7 and will collect information from the field in real time through the use of technology and reports from our commissioners, monitors and representatives in each district. This mechanism will enable us to have a complete overview of the situation and will also help SPAK investigators to conduct a faster and more effective prosecution of cases with criminal elements.
