Immigrants are sent envelopes without ballots/SP requests CEC: Take measures

The Socialist Party has filed a complaint with the CEC.

The SP demands that the CEC take measures regarding the fact that emigrants are being sent envelopes without ballots inside, emphasizing that the company has not respected protocols.

"Thanking you for all your valuable contribution and that of the CEC staff, for the fulfillment and realization of a new process, the voting of citizens living abroad, for a fair and inclusive process, we inform you as follows:

The Socialist Party of Albania, as an electoral subject, in continuation of the cooperation regarding the smooth running of the voting process from abroad, has identified several problems encountered by voters outside the territory of Albania during the "Voting from Abroad" process, which we are addressing to you, with the aim of identifying, analyzing, and resolving these problems, which hinder the efficient functioning of the entire process.

The identified problems are as follows:

- It turns out that DHL is not implementing the protocol for notifying voters by email\sms (mainly in Greece and many cases in Italy).

- DHL contact numbers do not respond to voters (this happens very often in Greece and Italy). There are also cases where the call comes out as "call failed".

-DHL, according to the obligations assumed by it in the agreement with the CEC, refuses to receive the return envelope. There are many cases, especially in Greece, some cases even in Italy where voters have not been reached by the postman, but in some cases they have been asked to collect the envelope at the postal service point.

There have been cases where DHL does not accept the return of the envelope because payment has not been made.

-There are many cases where the ballot is not inside the envelope. It has happened in the following districts:

Voters in Korca, residing in the USA

- Voters in the Korca region, residing in Lamia

-Voters in the Fier, Cakran districts and residing in Rome

-Voters in the Korca district, Pustec and the English settlement

-Voters in the Durrës district and residing in Brescia, Italy

Note: The above cases include all identifying information (first name, last name, place of residence and voting district).

-Within the same family, some people received the envelope and some did not, who were registered at the same time in PER and with the same residential address.

-There are cases where DHL sends you an SMS saying that the address is incorrect despite the person reconfirming the address.

-Cases are referred to where the courier has visited the voters' addresses without notice, at times when the voters are not at home. The envelopes have been returned to the post office and the voters have not been notified about this either.

-Results in several cases in Brescia, Italy and voters in the Durrës district, who have completed the procedure according to the CEC's guidance manual, but DHL mail refuses to receive the envelopes, claiming that it does not recognize the Bar Codes.

"As above, taking into consideration the importance of this process, we request that you address these issues with DHL, taking immediate measures to resolve them," the PS request states, among other things./ CNA
