Denounces Gazment Bardhi: Ambassadors at Rama's political meetings, this is a crime

The head of the DP parliamentary group, Gazment Bardhi, denounced the fact that the ambassadors of the USA, the United Nations, Germany, Greece, the Czech Republic and others participated in the meetings of Prime Minister Edi Rama and Minister Taulant Balla abroad.

Bardhi calls this a violation of the law and a crime for which those responsible must be brought to justice.

The political activities of Edi Rama and Taulant Balla abroad during this time have proved not only the abandonment by the Albanians, but also a criminal phenomenon, that of merging the state with the party. This is so evident, that even the Ambassadors in the USA, the United Nations, Germany, Greece, the Czech Republic, etc., in brutal violation of the law, participate in party activities with Albanian citizens living abroad, abusing the function, defaming the image of the representatives of the Albanian state (not the party) in the world, as well as undermining the equality of the parties in the elections.

The merging of the state with the party in the election and the use of the Diplomatic Body as the electoral body of the party in power is a serious violation of the elections and a unique case in the world. Never, anywhere, does the Diplomatic Corps take part in party activities and even less does it serve as an electoral body of the party in power. The function requires political impartiality and dignified representation of Albania in the world.

According to the law no. 23/2015, the Foreign Service is an integral part of the Civil Service of the Republic of Albania and operates based on the principles of professionalism, integrity, and POLITICAL INDEPENDENCE. Apart from the obligations provided by law for civil servants, Ambassadors and their staff are NOT ALLOWED by law to belong to any political party, organization or association or to PARTICIPATE in the activities organized by them. Violation of these legal obligations results in dismissal from office.

OSCE-ODIHR has consistently recommended the prohibition of misuse of state resources to create significant advantages of the ruling party in elections, as well as recommended that law enforcement bodies act in a timely and decisive manner to punish this phenomenon.

I ask the President of the Republic Mr. Bajram Begaj, as the constitutional authority responsible for decreeing the Diplomatic Corps of Albania anywhere in the world, to take a public position to distance itself from the illegal political activity of the Ambassadors and staff of the Embassies of the Republic of Albania around the world, in the organization and participation in the party activities of the Chairman or Political Leader of the Socialist Party with Albanian citizens living abroad.

Also, with the powers recognized by the Constitution and the law, the President of the Republic has the responsibility to intervene immediately to hold accountable before the law any Ambassador who in brutal violation of the law has organized and participates in the political activity of the Chairman of the Socialist Party and the Leader Political for the Diaspora of the Socialist Party in the framework of the upcoming parliamentary elections.

Without a doubt, this is a CRIME that is punishable by 3 years in prison by the Criminal Code, according to paragraphs 1 and 4 of Article 328/a of the Criminal Code "Use of public office for political or electoral activity". According to the law, Prime Minister Edi Rama and Minister Taulant Balla are criminally responsible for using state human resources for elections, and Ambassadors and their diplomatic staffs for participating in political activities. For this purpose, I have instructed the immediate preparation of a criminal complaint in SPAK against Edi Rama, Taulant Balla, Ambassadors who have been identified so far in party/election activities and their respective diplomatic staffs.

I appeal to the President of the Republic and the Special Prosecutor's Office to fulfill in time, without hesitation, their constitutional mission, according to their responsibilities, to guarantee free and fair elections, and to punish every state official who so brutally violates the law, for interests of Edi Rama's personal power!/ CNA
