Budget of the Municipality of Tirana/ 27 amendments of the DP, suspension of

"Erion Veliaj has presented a draft local budget for next year that is based on taxes and fees increased from 2 to 10 times".

This is what the Advisor for Economic Affairs in DP and at the same time the vice president of Tirana Municipal Council, Dorian Teliti, said in a statement to the media. He also presented 27 amendments which he assessed as a necessity for the development of the capital, among them the suspension of financing for the non-existent incinerator of Tirana.

Teliti said that the approval of these amendments would be in the interest of the citizens of Tirana, so he called on the socialist councilors to rise to the height of their duties and serve the citizens.

"Just like Rama, Veliaj has presented a draft local budget for the next year that is based on taxes and fees increased from 2 to 10 times, based on service to the friends of the renaissance court, based on the abuse of public money, not on service towards the citizen and business.

The opposition councilors will face Veliaj today at the Municipal Council meeting, where we will present 27 amendments, which we assess as a necessity for the development of the capital.

Let me introduce them as follows:

Amendment 1: Reduction by 30% of the tax on the building.

Amendment 2: Halve the infrastructure impact tax on new construction.

Amendment 3: Reduction by 30% of the advertising board tax.

Amendment 4: Cancellation of the temporary tax on educational infrastructure.

Amendment 5: Reduction by 50% of the cleaning fee for households and commercial entities.

Amendment 6: Reduction by 50% of parking fees, for each of the areas A, B and C.

Amendment 7: Reduction by 3 times of the public space fee.

Amendment 8: Exemption from local fees for the first 2 years for any new SME that will exercise its activity in the territory of Tirana Municipality.

Amendment 9: Full subsidization of the food fee for children in public nurseries and kindergartens.

Amendment 10: Subsidy of half the fee in private nurseries/kindergartens, but not more than 12,500 ALL per month, for all cases where the child, after application, is not accepted in public nurseries/kindergartens, as a result of overcrowding or total absence of the nursery/kindergarten in the vicinity of his residence within the relevant Administrative Unit of residence.

Amendment 11: Increase by 1 billion lek of the funds dedicated to the social care of mothers and daughters with family income at the minimum wage levels and for the increase of funds for baby care, in order to support the existence of new families. The baby bonus must be graduated depending on the family income, but not less than 10,000 ALL.

Amendment 12: Increase by 0.3 billion of the funds dedicated to the rental bonus for the beneficiary categories.

Amendment 13: Allocation of a fund of 500 million lek for the agricultural subsidy scheme for farmers, livestock breeders and agribusinesses that exercise their activity in the territorial area of ??Tirana Municipality.

Amendment 14: Placement in the PBA 2025-2027 of the golden rule: 'Personnel expenses and operating expenses must not exceed the level of 50% of the anticipated annual expenses.

Amendment 15: Gradual reduction of the total number of employees over the next 3 years, specifically by 15% during 2025, 15% during 2026, 15% during 2027, in order to create a small and efficient administration in the service of citizens and the needs of the Capital.

Amendment 16: Reduction by 30% of the general operating expenses of the central apparatus and enterprises & institutions of the municipality of Tirana.

Amendment 17: The immediate suspension of any expenditure related to the non-existent incineration process and the reallocation of funds to the construction of nurseries/kindergartens/schools in Tirana.

Amendment 18: 1-year suspension of any expenditure on office renovations and furnishings. These funds are dedicated to financing social needs and the baby bonus.

Amendment 19: Increase to 5% of the budget for social assistance compared to the full budget of the municipality.

Amendment 20: Increase by 1 thousand units of social housing for community needs.

Amendment 21: Construction of 5 thousand parking spaces on public lands in urban areas, according to the 'Park-and-Go' concept.

Amendment 22: Construction of 15 new nurseries, 10 new kindergartens and 10 new schools, according to the needs of the community, especially in the neighborhoods with high construction intensity during the last years.

Amendment 23: Increase by 1.5 million euros of funds for start-up projects, with grants of up to 20 thousand euros for innovative projects.

Amendment 24: Allocation and increase by 3 million euros of funds dedicated to professional training.

Amendment 25: Suspension of works and funding for the 'Construction of the National Theatre' project, until the completion of the investigations by SPAK bodies.

Amendment 26: The immediate establishment of the Internal Financial Control Commission, according to the legal provisions and Article 36 of the Regulation 'On the Organization and Functioning of the Tirana Municipal Council', whose task is precisely to control and monitor any income and expenditure that will to be carried out within the budget implementation.

Amendment 27: The use of funds provided in the City Council's own budget for 2025 for the contracting by the City Council (specifically the Financial Commission) of an external auditing company for the purpose of auditing budget revenues and expenses for the period July 2019-December 2024. Transparency should be the key word in the functioning of the Municipal Council of the capital of Albania.
