Cancellation of fines/Association of Local Elected: Equality and justice for all

The Association of Local Elected Members has commented on the draft law on the cancellation of fines.

The association supports the initiative but requires consultation with the 61 bahskis so that no one is left out of the benefits of the law.

The association seeks baraza and justice for all.

"The Association of Local Elected Members considers the initiative for the bill for the forgiveness of fines undertaken by the majority to be important and supports the opposition's proposals for expanding social effects.

But we request that all 61 municipalities be consulted on this draft law, with the aim that no injured person is left out of the benefits of the effects of this law.

1- To cancel all administrative measures imposed according to article 52, point 1, letter "e", of law no. 107/2014, dated 31.07.2014 "On the planning and development of the territory", amended, in the part that provides for the punishment of a fine for carrying out works without a permit to meet housing needs, which was abolished as incompatible with the Constitution, by the decision no. 15/2022 of the Constitutional Court, from the date of entry into force of the law until the moment of its repeal by the Constitutional Court.

2- Cancel all arrears for electricity and water until November 30, 2024 for the needy, including pensioners, families with economic assistance and people with disabilities.

3- To cancel all administrative measures together with late interest imposed until November 30, 2024 by the State Police and Municipal Police, throughout the territory of the Republic of Albania.

4- Cancel all administrative measures together with late interest imposed until November 30, 2024 for non-compliance with deadlines in tax procedures and/or non-payment of property tax.
