Boçi: The Socialist Party has rushed the Territorial Reform, the mapping

The Secretary General of the Democratic Party, Luciano Boçi, stated today that the mapping for the Territorial Reform process should be a result of many analyses, hearings and elaborated by experts in the field.

Boçi stated on "Syri Tv" that the Socialist Party has rushed the variant it has proposed for this reform, making accusations

According to the democrat, a clear overview is needed for the projection of this reform, which will produce a reformatting of the functioning of local government.

"We have held the first hearing, at our request as the opposition, with the Minister of Local Government, to have a clear picture of why the government has undertaken such an initiative, to develop another territorial reform, after that of 2015, and what or what is it that they want to achieve, or what is their projection. On what basis did they request it and the aim of the hearing was to highlight the truth that the 2015 reform, as the public itself is aware, has failed and needs a reformation in the entirety of the way local government functions, in its functionality, in competencies, in financial autonomy, decentralization and others, but accompanied by a new conclusion of the territorial map, due to this failure, but especially due to the high demand that the public has to have its service, its local government, close by, to be represented and not to be discriminated against, but having access to full of what a real, autonomous and democratic local government should offer.

And, in fact, the mapping should be a conclusion after many analyses, hearings, experts have already worked on the evaluation of the 2015 reform, but in this atmosphere, the Socialist Party, as it has always done, has rushed to release its variants.

At the parliamentary group meeting, it is now known that four variants have emerged, where three require a reduction in the number of municipalities and a combination with the second level of government, with regions or counties, and a fourth variant seeks to maintain the current number, but by strengthening the role of regions or counties, according to the discussions that will take place during the functioning of the electoral reform commission. Of course, the Democratic Party also has its own option, an option that is not a conclusion of a purely political nature, or as a thesis elaborated long ago, but is the result of the work of our experts, in the assessment they have made of the 2015 reform, in the assessment they make of the concrete reality and the assessment of the public's demand. And our variants aim to increase the number of municipalities.

Not simply as a counter-thought, but as a necessary requirement to realize the functionality of a local government. Because what has happened today is a lack of representation, lack of services, depopulation of Albania, territorial and economic discrimination between municipalities, centralization, taking of competencies, lack of local autonomy, many municipalities do not decide on their fates, it is the central government that decides on their fates. And we have a very large departure of local government from the citizen and where there is a clear lack of accountability and the results are known, they are evidenced, a large, very large part of the population of especially rural areas has left due to the lack of services and due to the poor management of the consequences of the 2015 reform that resulted in 61 municipalities.
