Berisha, lecture to the government/ How foreign investments are attracted
The chairman of the Democratic Party, Sali Berisha

The chairman of the Democratic Party, Sali Berisha, gave a lecture to the government during the informative meeting with the Departments of Economy, Public Finance and Entrepreneurship, on the program that the DP is drafting.

Berisha said that the legal guarantee and fair competition is the condition of all conditions to attract foreign investments. He emphasized that the economy will breathe only if the current legal infrastructure is deregulated.

The head of the DP emphasized the reduction of VAT, as he declared that the DP government achieved the lowest flat tax in Europe in 2005, strongly supported by the IMF.

On the other hand, Berisha called the Rama government, "a giant pyramid of theft", while the DP "the party of low taxes".

Excerpt from the statement:

We are the party of low taxes and you have reflected that very well. I have a suggestion, dare to touch taboos and the taboo is VAT. I am not to hesitate. I am not in favor of escalations, but I am in favor of a reduction of 25% of its current level.

Dear friends,

I am reminding you of a moment when in 2005 we set the lowest flat tax in Europe, the second lowest was, if I am not mistaken, at 17%, in Slovakia, the IMF, a valuable partner, almost froze relations with us, in meaning that, as we Albanians say, "if it turns out to be a boy, we have it together, if it turns out to be a girl, you have it for yourself". Ladies, forgive me for using a term.

But the Fund remained contemplative. After 6 months we won the battle. The IMF congratulated because the result from the tax cut was spectacular. It is imperative that you as a team have a principle that is actually old. The greatest good of the greatest number. What does this mean? This expresses the distribution.

Why do I say this? Again we are a party with history. We have made history in our reforms. The Boston Group, one of the most serious groups in the USA, in the 2010s in the analysis it made of the distribution of income from different governments, in its publication, with a foreword by Tony Blair, ranks Albania 4th in world for better income distribution. I say why?

Because we first invested billions in roads that touched entire communities, we doubled wages and pensions that dealt a heavy blow to poverty. They reduced it from 18% to 12%, and they reduced the extreme by 3-4 times, it was 3.4 and reduced it to 1.07. we invested a lot in schools, health centers. We got that honorable position because of the distribution we made with the investments. But this does not mean that we will build 11,000 km of roads in the next four years. No. Or it does not mean that we will build and rebuild 1,300 educational facilities. But, yes, we will double salaries, there is no question about that. Again this does not lead to the widespread application of the principle "The greatest good of the greatest number". This is not populism. No. We are a conservative party. We create income based on economic freedom. But we, on the other hand, take care of their distribution. We take care as much as possible. Therefore, I would ask you to elaborate further on this excellent program that you have prepared. You have laid out here the basics of a labor market in a moderate fiscal burden, but again a further elaboration, and this is not only yours, of course it is a program of the Department of Labor and Social Affairs, but it cannot but be in focus your and the labor market.

To use, to find the findings, the best practices for his training. A flexible market, a dynamic market is in itself a sure promoter of economic growth. We are a country with great wealth and by definition we are a country with great export potential, but we must do everything not to export raw materials, but to export products, products, products. Therefore, in this context, we cannot help but be, I am not saying that we will transform into an economy based on exports, but we must be an economy that supports exports.

You have defined the free zones very well and we must do everything to prepare for their success. Why should Macedonia succeed and we don't? That's why we have to study every frame, make them a real success.

Fair competition is the condition of all conditions to attract foreign investments. Legal guarantee is of fundamental importance for foreign investments./ CNA
