For 46 years under the most ferocious communist dictatorship, the Albanian people voted, but had no right or opportunity to choose!
Therefore, he looked forward to democracy as the light of his eyes to have the opportunity to choose, with his free will, the subject, the program and the person for which he believed that his personal and family life and the provincial and national well-being would change forever. good.
Unfortunately, this has not worked as we thought in these 33 years after the overthrow of the communist dictatorship. In December 1990, with or without grace, the way to political pluralism was opened, but still "democracy" remained completely controlled by the previous nomenclature. The political opponents, such as the Zogists and Ballistas, who were shot, imprisoned, exiled and deprived of all human rights by the previous communist regime, the transitional political regime deliberately did not allow them to integrate their political activity from the West in Albania.
Under these circumstances, in the elections of March 21, 1991 and March 22, 1992, Zogists, Ballistas and other anti-communists massively voted for the Democratic Party as the only alternative they believed would represent them as the first accepted opposition force in the new political scene.

After these elections, in the conditions when the electorate was also positioned in a deridic way, the traditional anti-communist parties were allowed to be included in the political scene, but once again the vote for them, and not only for them, was controlled by all kinds of mechanisms. Tricks of electoral systems not with real representation were found; administrative divisions were made simply for electoral purposes; state and administration pressure was used in electoral campaigns; buying votes before corruption and crime turned into a separate system; all kinds of obstacles were created for the political exile and the diaspora to not participate in the elections; counting of votes was done only with commissioners of the two main parties; manipulation of votes during counting became the norm; the endless postponement of the counting and the release of the election results became instruments for vote alienation.
Democracy regressed from election to election, and of course the voters were disappointed with the vote, with the non-return of property, with the non-compensation of the victims of the dictatorship, with their non-integration in institutional representation. The economy and justice were put under the shackles of growing corruption, politics became one with crime, the insecurity of life from ordinary and organized crime made the life of the citizen unbearable. The only way left for the Albanians was to leave their country with pain towards the roads of the world in the hope of a better life.
What the Albanians demonstrated in Germany in the European football championship surprised the Europeans. It was their most natural display with their massiveness, their national symbols, their fandom and their citizenship. The political culprits of the painful Albanian reality in Albania must bow their heads in front of this ardent love of Albanians for Albania. It was one of the moments that showed that Albanian politics must reflect deeply: why do Albanians away from Albania make it proud as we all dream, while here they force them to flee from it?

The main reason is their lack of faith in voting. Without a free and fair vote, they do not feel represented in the institutions that emerge from the elections. And when the citizen sees and suffers that he is not represented, he feels himself violated in his own country.

This is the basic reason why the "Movement for National Development" in its platform for the political elections of 2025 has defined Electoral Reform as the main political priority. This reform should not be done to feed the political bargaining of two big parties as it has fed these 34 years, but only on these democratic pillars:
- Equality of vote, with a national proportional system or 4 constituencies. Only this solution would lead to real representation of subjects in the Assembly in relation to the vote, while the electorate will be more directly connected to the elected deputy.
- Open lists. Of course, the list of candidates is made by the party or the president, but the ranking should be made by the voter. What is sacred in democracy is the citizen, his vote, not the appetites, preferences and bargains of politicians.
- Electronic voting and counting. In order to make a system independent of parties, we must change the way of voting and counting, otherwise we will remain political corpses. The electronic experience was tested in several municipalities and initially resulted in some advantages. This experience should be spread across the country.
- Diaspora vote. It is not only sad, but also reprehensible that normal conditions are not created for the voter to exercise his right to vote, wherever he is. We are among the few countries that deny the diaspora the right to vote in the countries where they live and work.
Any other "electoral reforms" like these that have been negotiated so far, is an instrument to preserve the form that their rule needs, not the democratic form.
The "Movement for National Development" calls on Albanian citizens to say loudly to the protesting political subjects: more! After 34 years, trust is returned to free, fair, reliable and uncontested elections.
