
Journalist Mero Baze, on his "Tema" portal, has published an opinion about SPAK standards after the recent investigations and the arrest of the directors of the mayor of Tirana, Erion Veliaj.
Baze, who is not worried about SPAK's standards for Ilir Beqaj, tells us that the administration will have problems if its officials are arrested, almost without writing that Veliaj and Edi Rama should have been arrested. It's unbelievable that you can think of Meros.
And as always, at the end it calls for Saliu, Mediu & Co. who, according to Mero, are probably also responsible for the incinerators or PPPs of Rama and Veliaj, who have been in power for 10 years. Good for that too.
In fact, the SPAK standard is missing, but there cannot be "some mother's and some stepmother's".
Mero Baze and the government media left nothing unwritten about Jamarbër Malltez, while they are still not bringing us a single square centimeter of the officials of the incinerators or asking for the head of Veliaj and Rama as they are looking for the head of Saliu . Standard is standard!
It would be good if Mero and some others, who claim to be principled against Berisha, demand the same standard for both Beqaj and Veliaj, as well as for Rama and Saliu.
That way, no one would scold us, telling us that the problem is the officials who are afraid to sign.
Officials run away and don't sign because their superiors demand violence for their corrupt interests, and the problem is not with ordinary directors and officials, but with mayors, ministers, the prime minister (who has been and who is) and every official who gives illegal orders .
In fact, the opinion is a warning for criminal legal changes, that is, part of the preparatory scenarios of the Renaissance through propaganda.

The expanded material of SPAK, at least the one that was presented to the Court, about the investigation of 15 people who are related to the procedures of the Tirana incinerator, seems to have found them suspects because they are part of the procedures for the approval of the contract. In the majority, we are dealing with persons who are members of the Tender Commission in various stages of the process and which is categorized as misuse of duty.
Two of the officials, one of whom is retired, have been sentenced to prison, even though he has nothing in his hand to destroy evidence or cancel his signatures.
However, without prejudice to SPAK's in-depth investigation, the campaign to investigate corruption, which often affects middle officials who are there because of the duty, needs a criminal policy that creates security for an official when he accepts an assignment where he must sign .
In addition to the fact that such a style of punishment brings the administration to a standstill and we may find ourselves facing the phenomenon that no one will agree to go to the state offices, the pre-incarceration of people without any weight in the process, such as the pensioner Namik Simixhi, makes and frustrating a task in the offices of the Albanian state.
It is not the first case. In Bulqiza, while the mayor was arrested, 12 other officials of the municipality were taken to prison during the day, practically locking the offices.
Almost two years ago almost all the members of the police uniform tender commission were arrested and then during the process it was seen that they were arrested in vain and many of them came out innocent, while they were traumatized.
The same with the trial against a VAT tender, where the director Thoma Gëllçi was convicted, and the members of the Tender Commission were taken to prison.
I don't want to prejudge the case in question, but the investigation of practically all members of the Commission leaves the taste of a punitive campaign.
A civil servant can make a mistake intentionally for corrupt reasons, can make a mistake unintentionally, can also make a mistake out of ignorance. That's why you should investigate well before you arrest him, put him in jail and then see if you find something on the way.
That a prosecutor makes the same mistake when he arrests people for nothing, and they gain innocence, but we still don't have a punishment system for imprisoning a citizen for nothing, since he sues the state and is compensated by the state.
Therefore, a unified standard is needed for when a state official should be arrested in advance and when he should be investigated in a free state due to duty.
In several other countries in the region, mainly in Romania and Croatia, such punitive campaigns on the administration brought severe crises for jobs in the administration, bringing the state to the brink of collapse.
It has also started in Albania. In some central departments, including the Minister, there have been resignations from positions where you are required to engage as a commissioner in a tender or who have a responsibility to certify a procurement process or contract signing.
This happens because they look at the fate of their colleagues, for whom they know that they are not guilty.
The investigation of the incinerators is one of the most important actions of SPAK, which has touched the highest political levels in the country and for this deserves congratulations.
And it would be a good case, that this investigation does not bring together the people who captured the state, and the statesmen captured by them, with the administration officials, who are there to carry out procedures for which they receive their salary.
Putting these two categories in the same bag can save us from the capture of the state, but it can also leave us without a state at all.
After all, if a former minister like Fatmir Mediu is judged free, even though he is accused of 26 murders (and in this case I am with Fatmir Mediu, even though I am a permanent informant of him and his partner Shkëlzen Berisha), while a an official like Namik Simixhiu, an old retired engineer, goes to prison, because he was a member of the commission in a tender, then for a minister and you can find any candidate in this country, but for a member of the commission, hardly anyone comes.
