NOW as a nightmare

The National Agency for the Information Society (NAIS) has been at the forefront of Albania's digital modernization for years. The main gateway to electronic services, e-Albania, has aimed to bring more efficient and transparent services to citizens and businesses.

But recently, AKSHI has transformed from a symbol of digitalization into a nightmare for the government.

This is not only due to the actions of the leaders of the AKSHI, but also due to the potential implications for those who appointed these leaders.

At the end of 2025, the Special Structure Against Corruption and Organized Crime (SPAK) launched investigations into the leaders of the AKSHI and their associates, accusing them of:
- structured criminal group, -
violation of equality in tenders and abuse of office; - money laundering and favors for certain companies.

The investigation has led to house arrest measures for senior executives and proceedings for other associates.

But this investigation has a broader dimension than just personal responsibility: it puts the government's appointment policies to the test, raising problems for the control and evaluation of leaders appointed to leadership positions. Since every decision that led to the selection and appointment of these leaders can (and in fact should!) be subject to critical legal and public assessment.

In this sense, AKSHI is not just a legal problem; it is a “great nightmare for the government.”
The reason is simple: any political leader who has signed or supported the appointments of AKSHI leaders now faces moral and legal implications, given that the current leaders are under investigation; that the data and services managed by AKSHI are critical to the functioning of the state, and that any attempt to protect leaders accused by SPAK could be interpreted as protection against corruption.

The government, in fact more directly the Prime Minister himself, has emphasized the continuity of digitalization projects, trying to minimize the importance of the ongoing investigations. Instead of a clear reflection on the appointment procedures and control mechanisms, he somehow tried to protect the accused managers.
In a completely absurd way, he even became a "guarantor" of the honesty of the accused director, while he found an opportunity at a public event to assure the public that "she doesn't even have a house and lives somewhere in rent, that she doesn't even have a car" - good thing he didn't even tell us that she doesn't eat three times a day!

But while SPAK investigates and politicians debate, citizens suffer the consequences. The e-Albania system has experienced service interruptions, preventing access to essential documents and services. On the other hand, problems with procurement and management of the digital infrastructure have increased distrust in the functioning of the system and the transparency of the administration.

The AKSHI case is a test for the justice system and the fight against corruption.
If SPAK manages to clarify responsibilities and implement the law without being influenced by political pressure, it will prove to us that no one, not even the Prime Minister himself, is above the law.

The investigation into the AKSHI reveals a multidimensional problem. The leaders are under indictment and will be held legally accountable. But the question that arises is: will those who have selected, appointed and supported those who, at least until now, according to the indictment, are members of a structured criminal group also be held accountable?

Because the AKSHI is no longer just a government agency. It is the nightmare of power, but also a test of the integrity of the justice system in Albania.
