25 years of OSCE, joy and sadness!

When you see the “Dëshmorët e Kombit” boulevard filled with banners commemorating the 25th anniversary of the OSCE Presence in Albania, do you not know whether to be happy or sad ?!

There is reason to rejoice when you see how much the country has changed since the OSCE began its work in Albania. There is reason to be saddened by how little the OSCE's mandate has changed a quarter of a century later.

The OSCE moved to Tirana in 1997 after the collapse of the pyramid schemes and when the country was on the brink of anarchy. The mission was clear: restoring security and coordinating international aid.

Gjatë këtyre viteve mandati i OSBE-së ka ndryshuar vetëm një herë në vitin 2003. Gjatë 20 viteve të fundit, vendi është anëtarësuar në NATO, pret të hap negociatat dhe sot është edhe në tryezën e Këshillin e Sigurimit.

Nga pikëpamja e sigurisë, Shqipëria sot është eksportuese e sigurisë. Nga pikëpamja e bashkëpunimit, nuk ka asnjë vend me të cilin ka probleme bashkëpunimi. (përjashto ndoshta Kosovën, kjo duhet lexuar si shaka).

Shqipëria është prej 31 vitesh shtet anëtar me të drejta të plota në këtë organizatë dhe në vitin 2020 mori edhe drejtimin e organizatës.

20 vjet me të njëjtin mandat është shumë.

Nëse themi se jemi shumë afër çeljes së negociatave, dhe po t’i referohemi shembullit të Kroacisë është një lloj anomalie që një vend që aspiron të bëhet anëtar i BE-së te ketë një rol të ekzagjeruar të OSBE-së.

If the OSCE Presence in Albania had been successful today it would have been a "victim" of its own success, and would have closed its offices. Had the country considered that it had made sufficient progress it would have re-dimensioned relations with the OSCE.

It is time that the role, place and space of the OSCE should be resized or the OSCE itself in Tirana risks resembling an international NGO competing worthily with local NGOs.
