The former mayor of Kukës, Safet Gjici, arrested by order of the SPAK, has appealed the security measure "prison arrest" in the Court of Appeal. 

The defense lawyer of the former socialist mayor claims that the tender mentioned in the video was never announced by the municipality of Kukes and that his client has not committed any violation of the law.

Gjici is accused of the criminal offenses of "abuse of duty" and "passive corruption".

Gjici suffered after the publication of a video scandal where he was filmed having sex in the office with a girl, Alma K., and after the act in the full video, they talk about a tender for animal protection.

Alma K. is under "House Arrest", but earlier in an interview for CNA she stated that she feels abandoned and unprotected by the state.
