US Secretary of State Antony Blinken heads to China on Friday, a trip that was canceled in February after a suspected Chinese spy balloon flew over US territory. As Voice of America correspondent Nike Ching reports, expectations are low that Mr. Blinken's visit will bring improvement in the strained relations between the two countries.

A day before the US military shot down a Chinese spy balloon, Secretary of State Antony Blinken postponed his meetings in Beijing as US-China relations hit a new low.

"China's decision to fly a spy balloon over the United States is unacceptable and irresponsible. This is the reason. It is a violation of our sovereignty and a violation of international law," said Secretary Blinken.

A few months later, the top American diplomat said that it is essential that the two countries maintain regular lines of communication.

"It is in the interest of both countries, because the most dangerous thing is not to communicate and as a result have a misunderstanding, a miscommunication."

The Pentagon also wants Beijing to keep a military hotline open so generals can talk in the event of incidents, such as the recent case when a Chinese ship blocked a US ship in the Taiwan Strait.

Analysts say that despite the tensions, the two governments are trying to organize a high-level meeting by the end of the year.

"Both countries are working on a possible meeting between Mr. Biden and Mr. Xi Jinping during the APEC meeting in San Francisco in November, and to have a successful meeting, if this is indeed on the agenda, there must be a lot of preparation," Bonnie Glaser with the German Marshall Fund of the United States tells VOA.

As Washington tries to reengage Beijing on issues like the war on drugs and climate change, critics in Congress are skeptical that the two countries can make substantive changes to improve their relationship.
