The action for the removal of Serbian institutions from the municipal facility

The municipality of North Mitrovica postponed the action for the removal of the institutions of Serbia from its facility in the Bosnian Quarter, Radio Free Europe learned from several sources close to the local authorities.

The reasons for this decision, for now, are not clear.

The Office for Kosovo of the Government of Serbia, the Directorate of the Pension and Invalid Insurance Fund, the Administrative District of Mitrovica of Kosovo and the Center for Social Work from Vushtrri have been located in that facility for a long time.

On August 22, the municipal inspectorate asked them to vacate the facility within three days, because they did not submit documents or contracts for its use.

The municipal authorities said that the building is their property and that it must be vacated due to some "works". But, in a statement to Radio Free Europe, they did not specify what kind of work it is about.

The Mayor of North Mitrovica Municipality is Erden Atiq, who comes from the Vetevendosje Movement of the Prime Minister of Kosovo, Albin Kurti.

The Government of Kosovo did not want to comment on this decision of the North Mitrovica Municipality, on the grounds that it is a "local issue".

However, the American Embassy in Pristina told Radio Free Europe on August 23 that it has advised both the Government of Kosovo and the mayors of municipalities with a Serbian majority in the north to "refrain from taking any action that could increase tensions."

The Serbian population in the north of Kosovo boycotted the local elections in April and, as a result, Albanian mayors took power in the municipalities of North Mitrovica, Zveçan, Zubin Potok and Leposaviq.

At the end of May, these mayors, with the help of the police, entered the municipal buildings - which caused a revolt by the local Serbian population and raised tensions.

The situation escalated on May 29 in Zveçan, when Serbs clashed with members of the NATO military mission in Kosovo, KFOR.

Dozens of injuries were reported on both sides.

Whose is the municipal facility in North Mitrovica?

The disputed facility, which both sides claim is theirs, was built in the pre-war period.

The law on the Kosovar agency for comparison and verification of property regulates the issue of such facilities.

This law entered into force in 2016, after which the Kosovo Agency for Property Comparison and Verification was formed, whose mandate, among other things, is to resolve the issues of properties that belonged to Serbia until June of 1999.

Lista Serbe - the largest party of Serbs in Kosovo - has been against this law and has demanded that the Constitutional Court declare it unconstitutional. However, this has not happened.

Reactions of the Serbian List and Belgrade

Lista Serbe said on August 22 that "the illegal leaders have gone one step further and want to take our spaces."
