The President of the European Council, Antonio Costa, reiterated today in Skopje that North Macedonia must implement the agreed constitutional changes in 2022 if it wants to officially open membership negotiations with the European Union.

During a joint press conference with the Prime Minister of North Macedonia, Hristijan Mickoski, Costa stated that what has been agreed remains agreed and that constitutional amendments are the only condition for starting the negotiation process.

Under the 2022 agreement, the Constitution of North Macedonia must be amended to officially include the Bulgarian minority living in the country.

This plan was accepted by the previous Social Democratic government, but was opposed by the current ruling party, VMRO-DPMNE, which was then in opposition.

Costa also stressed that the EU enlargement process is based on merit and concrete progress in reforms. He cited Montenegro and Albania as examples, which he said have made further progress in membership negotiations.

Antonio Costa's tour of the Western Balkans

Costa's visit is part of a tour of six Western Balkan countries, aimed at reaffirming that the prospect of EU membership remains real for countries in the region that continue reforms.

After visits to Sarajevo, Tirana and Skopje, he will travel to Pristina, where he will meet with acting Prime Minister Albin Kurti. He will then visit Belgrade for talks with President Aleksandar Vu?i?.

The tour will end in Montenegro, where President Jakov Milatovi? has invited regional leaders to a dinner on the occasion of the country's 20th anniversary of independence.

On June 5, Costa and European Commission President Ursula von der Leyen will participate in the EU-Western Balkans Summit in Montenegro, with the main theme "Shared Prosperity and Stability of the EU and the Western Balkans." /CNA
