President Zelensky publishes the "Victory Plan"

Ukrainian President Volodymyr Zelensky presented his "victory plan" today in the country's parliament. The five-point plan envisages, among other things, Ukraine's membership in NATO before the end of the war, which has not been supported by Kiev's allies. President Zelensky, however, vowed that if his plan is accepted, the war would end soon.

"If we start implementing this victory plan now, we can end the war no later than next year," Ukrainian President Volodymyr Zelensky told the country's parliament, presenting his idea of ??how to end the war with Russia.

His speech in Parliament was attended by senior military, counter-intelligence and other political leaders.

As Russian troops advance in the east and with warnings that the country will face a severe winter due to the destruction of the electricity system, Mr Zelensky told lawmakers that his plan contained five main points.

The plan includes military, political, diplomatic and economic elements. It is seen by many as Ukraine's latest attempt to strengthen its position in future negotiations with Russia to reach a ceasefire.

However, so far, no country has publicly endorsed the plan.

"The first point is the invitation to join NATO now. The second point is protection. It is realistic to defend our positions on the battlefield and at the same time it is our duty to take the war to the territory of Russia", said the Ukrainian President.

Kiev's request to use weaponry provided by major European states and Washington to attack targets deep inside Russia has so far not been accepted. The West has also not offered Kiev an invitation to start the NATO membership process before the end of the war.

The third point of the plan emphasizes the need for Ukraine to provide a non-nuclear deterrent capacity, which Mr. Zelensky said would be sufficient to destroy Russian military power. He did not give further details on this.

The plan, Mr. Zelensky said, also envisioned a Western role in protecting Ukraine's natural mineral resources from Russian attacks as well as pledges to rebuild Ukraine after the war.

The Kremlin said it is still too early to comment on President Zelensky's plan, but added that Kiev should "wake up" and understand the futility of such policies.

President Zelensky met with President Joe Biden, his main ally, in Washington in late September to present his plan. He then traveled to Europe where he met with the leaders of Britain, France, Italy and Germany.

President Zelensky said he will go to Brussels tomorrow to present the plan at the meeting of European Union leaders.

Ukraine's president wants to secure support for the "victory plan" before the new US president is sworn in next year. However, Ukrainian officials acknowledge that neither presidential candidate will necessarily improve Kiev's position in the war.

Mr Zelensky's introduction to parliament comes at a dark moment in Ukraine.
