New law on air passenger rights/ EU lawmakers fail to reach agreement

European lawmakers failed to reach an agreement on the scope of a controversial air passenger rights law, putting the now-decade-old process on hold for mediation by the incoming Cypriot EU presidency.

EU law to boost passenger protection has been in the works for around 11 years, but lawmakers have come under intense pressure from the aviation industry that has hindered its progress.

Among the provisions of the bill are that passengers should not have to pay for cabin baggage and that they should receive financial compensation if their flights are delayed by more than three hours, a key demand from the European Parliament.

But in previous negotiations, EU member states represented by the European Council moved to raise the threshold for compensation from three to four hours, signaling a lack of consensus among lawmakers. Germany, Portugal, Slovenia and Spain were among the member states opposed to the change.

Consumer groups argue that charging fees for cabin baggage is illegal, particularly in the form of practices followed by low-cost airlines, and that air travelers should have the right to delay compensation. /CNA
