CEC does not certify the Serbian List for the early parliamentary elections on

Kosovo's Central Election Commission has not certified the Serbian List – the largest party of Kosovo Serbs – for the December 28 snap parliamentary elections. The recommendation to certify the Serbian List, which enjoys the support of Belgrade, received only 2 votes in favor, 2 against and 7 abstentions during a CEC meeting on Tuesday afternoon.

The Serbian List can appeal this decision to the Electoral Complaints and Appeals Panel (ECAP). The members of the Vetëvendosje Movement in the CEC, Sami Kurteshi and Alban Krasniqi, were vocally against the certification of this party and were the only ones who voted against it.

Kurteshi said during the meeting that "I have always said that this party works against the interests of Kosovo." Members of other Albanian political parties in the CEC abstained from voting.

This is the third time that the CEC has not initially certified this party, as it did similarly for the regular parliamentary elections of February 9 and the local elections of October 12.

In both previous cases, the ECAP had overturned the CEC's decision. In the February 9 elections, the Serbian List won 9 out of 10 seats guaranteed for the Serbian minority in the Kosovo Assembly.

Meanwhile, it won all 10 municipalities with a Serb majority in the October local elections, returning to power after abandoning Kosovo's institutions in 2022.

During the meeting on Tuesday, the CEC said that 24 political entities, of which 18 political parties, 3 coalitions, 2 civic initiatives and 1 independent candidate, applied for this month's elections.
