The high representative of the European Union for foreign policy and security, Josep Borrell, has recommended to the member states to take a position on the lifting of measures against Kosovo, Radio Free Europe learns from diplomatic sources in the bloc, who had access to the report of the head of EU diplomacy.
The sources cited the recommendation made by Borrell in his report which states that:
"Taking into account the steps that Kosovo has taken towards fulfilling the EU requirements expressed in the statement of June 3, 2023, the high representative recommends to the Council to take the position of lifting the measures against Kosovo, at the same time respect the institutional prerogatives".
In his recommendation, Borrell wrote that "the decision by the Council would be a political signal and would contribute to the balanced context in which the Pristina-Belgrade dialogue, which is facilitated by the EU, can move forward.
Kosovo is expected to use this opportunity to act in order to reduce tensions and avoid uncoordinated actions, says Borrell's report, according to diplomatic sources in the EU.
In this report, Borrell has specifically mentioned the requests that were made to Kosovo last year, which are related to the actions of the special units of the Kosovo police in the northern part of the state - inhabited by a majority of Serbs - as well as to the exercise of functions by the Albanian mayors of the four municipalities in the north.
In the report, Borrell wrote that the EU will continue to closely follow the developments in the north of Kosovo as well as the actions of Kosovo and Serbia, which, according to him, should not create new tensions.
Borrell's report is expected to be discussed at the June 19 meeting of the EU Political and Security Committee (PSC). Based on the discussions, it will then be seen whether it will be decided to remove the measures imposed on Kosovo.
