EU aims to impose €2 tariff to stem wave of cheap Chinese products

The European Union is preparing to impose a flat "handling fee" of 2 euros on every low-value package or anything priced under 150 euros that arrives directly on consumers' doorsteps, a move that Brussels says is directly aimed at the huge wave of cheap shipments sent from Chinese markets.

According to the Financial Times, trade commissioner Maroš Šef?ovi? presented the plan as part of a broader customs reform package now circulating among member states, arguing that national authorities are overwhelmed by micro-shipments and that domestic retailers face unfair competition from sellers who often circumvent safety and tax rules.

According to EU estimates, 4.6 billion low-value parcels entered the EU in 2024, about 12 million a day, and officials say more than 90 percent originate in China. Each of these parcels currently passes through customs with only a simplified electronic declaration.

The €2 tax is intended to finance additional inspections that will require more rigorous controls. A reduced rate of €0.50 will apply to shipments that first enter an EU warehouse, and the long-discussed €150 “de minimis” exemption from customs duties will be abolished entirely under the same reform.

In February, the European Commission published a plan in which it announced its intention to introduce more product safety checks on imports using artificial intelligence tools and testing activities to detect and withdraw products from the market. /CNA
