The government will again change the state budget for 2024. Capital has learned that at the next meeting the Council of Ministers will approve a Normative Act, which will redistribute budget funds, mainly for investments.

The details of the changes still remain a secret, but sources say that through the Normative Act, the government will provide more money for some investment projects such as the Great Ring of Tirana or the Elbasan-Qafë Thane road.

This is the second time this year that the government changes the state budget through normative acts. The first time was in February, that is, less than three months after the approval of the budget. Through the Normative Act of February, the Council of Ministers increased the income plan by 110 million euros and expenses by 70 million euros. The difference went to reduce this year's programmed budget deficit.

This change allocated 40 million euros for the sovereign guarantee of the fashion businesses and 98 million euros for financing the construction of the new Port in Porto Romano.

This time, apparently, the changes will mainly be a redistribution of funds and are expected to reach the level of 200 million euros. Financing with more funds for the Ring project, on the Elbasan-Qafë Thane road, are some of the main changes. But it is not excluded that the new budget accommodates the increase in costs for some other major investment projects such as the Tirana-Durres railway or any new project, the most talked about being the Elbasan-Lekaj road.

For 2024, the government has planned to collect 6 billion and 870 million euros in income from taxes and other financial resources. While the total expenses are programmed 7 billion and 440 million euros.
