A guide on the functioning of democratic institutions published for consultation by the Ministry of Justice includes in part a new approach for those elected to Parliament.

Focusing on the aspect of corruption and the elimination of the conflict of interest in these ranks, the document specifies that the deputies will be "educated" on these topics and for this reason, an increase in the capacities of the Assembly to perform this task is foreseen.

In the division of fields and objectives, in chapter 2 the guide divides a section under the name "ethical codes; declaration of wealth; regimes for the prevention of conflict of interest; the limits of immunity from investigation, prosecution or trial of acts of corruption to the extent necessary in a democratic society".

Regarding this topic, strategic measures and improvements of the legal framework are foreseen. This is related to full harmonization with international standards for combating bribery of foreign public officials through the ratification of the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions of December 17, 1997 within 2027.

Regarding implementation and capacity, the guide provides several points. First of all, the further strengthening of the administrative capacities of the Assembly for the support of the deputies in the topics of conflict of interests, ethical issues, corruption of legislation, etc.

Secondly, the capacity of the Assembly to ensure the proper correction of the legislation on corruption within the year 2027.

Thirdly, the implementation of the Code of Conduct for deputies through the assignment of disciplinary measures in cases of violation of the provisions of the Code in commissions and plenary sessions (Term: 2024-2030).

Fourth, organizing information sessions with new MPs for each new legislature on the implementation of the Code of Ethics or ethical issues and offering them continuous advice on issues of conflict of interest during the exercise of their duties as MPs (Term: 2024- 2030).

Fifth, the finalization of the draft methodology for identifying the risk of corruption in the law-making process developed with the support of Westminster Foundation experts in cooperation and the training of the Assembly staff for its implementation (Term: 2024-2025);

Sixth, the further strengthening of the administrative capacities of the Assembly for the support of the deputies in the topics of conflict of interests, ethical issues, etc. (Term 2024-2030)./ Monitor
