Changes in the 2025 budget/ New sovereign guarantee scheme for agriculture,

The Council of Ministers has approved several changes to the 2025 budget.

In this normative act, after the amendments, 5.6 billion lek in savings are reallocated to ensure the strengthening of digital security and support for sustainable economic growth.

A new sovereign guarantee scheme for agriculture has also been approved, worth around 3 billion lek, with the aim of creating conditions for increasing production capacities.

 

Announcement of the Ministry of Finance

 

The Council of Ministers approved at its last meeting the Normative Act for several changes to the 2025 Budget.

The review comes as a need to guarantee the most efficient use of public funds, which came after a careful analysis that was carried out regarding the 5-month performance of the implementation of the projects, as well as the assessment of expectations for their further realization.

The volume of general funds that are expected to be allocated or reallocated is estimated at around 11.8 billion lekë and the focus will be on supporting priority sectors, but also on further promoting public investments.

More specifically, this Normative Act provides for:

Reallocation of identified savings of 5.6 billion lekë with the aim of ensuring the strengthening of digital security and supporting sustainable economic growth, through the improvement of national infrastructure.

The approval of a new Sovereign Guarantee scheme for the Agriculture sector, with a value of around 3 billion lek, with the aim of increasing access to finance mainly for Small and Medium Enterprises, but also creating conditions for increasing production capacities and competitiveness.

Redistribution of some internal funds, within the framework of improvements in information technology in public administration.

Despite this review, an important element to highlight is that the budget deficit remains unchanged, at around 68.1 billion lekë, and consequently the public debt does not change.
