Data from the Central Bank of Kosovo (CBK) show that Albanian investments in Kosovo also recorded high growth last year. At the end of 2024, the stock of Albanian investments in Kosovo was worth 468 million euros.
With this figure, Albania is the fifth largest investor in Kosovo. Albanian investments in Kosovo increased by 26% compared to the previous year.
Still, according to the CBK, the sector leading the stock of Albanian investments in Kosovo was led by construction. The stock of investments in construction was estimated at approximately 59 million euros, or about 13% of Albanian investments in Kosovo.
The real estate sector followed, with 8% of the total, followed by manufacturing, with 7.7%, and trade, with approximately 5%.
However, the Albanian investment structure lacks figures for investments in the financial and energy sectors, which are protected by the confidentiality rule in statistics.
This usually happens in cases where the publication of figures could reveal data about specific investors.
Foreign investments, nearly 1.6 billion euros in 2024
Foreign Direct Investments increased again in 2024 and reached a new historical record. According to data from the Bank of Albania, they marked the value of 1.58 billion euros, an increase of 5.6% compared to the previous year.
Even last year, the growth of Foreign Direct Investment was mainly determined by the component of reinvested profits of existing investors.
According to the Bank of Albania, for 2024 reinvested earnings reached 853 million euros, or almost 54% of total Foreign Direct Investment. They increased by 6.3% compared to 2023.
In recent years, reinvested earnings have surpassed new Foreign Direct Investment flows in value.
However, the growth of reinvested earnings is also partially affected by exchange rate performance.
While new foreign investments generally come in foreign currency, reinvested profits of foreign companies are figures reported in Lek, which are converted into Euro, which is also the currency in which the Balance of Payments is reported for statistical purposes.
According to figures from the Bank of Albania, last year, the Euro was exchanged on average last year for 100.71 lekë, the lowest level ever recorded.
The average exchange rate of the Euro to the Lek has decreased by 7.4% compared to 2023.
The significant increase in the share of reinvested earnings in the Foreign Direct Investment structure can be partially explained by the strengthening of the Lek in the exchange rate.
In this way, the strengthening of the Lek has created a vicious circle, statistically also affecting the increase in the values ??of foreign investments.
Meanwhile, Foreign Direct Investment flows, in the form of new capital injections, reached 708 million euros, down 3.5% compared to a year earlier.
The decline in new capital flows from foreign investors may be a signal of the continued upward slowdown in foreign investment after the pandemic.
The growth of Foreign Direct Investment was even greater, expressed as a stock. According to the Bank of Albania, at the end of 2024, the stock of Foreign Direct Investment reached 15.4 billion euros, up 16% compared to the previous year.
Turkey breaks Netherlands' dominance
Turkey was the leading foreign investor in Albania last year.
For 2024, investments by companies with Turkish capital reached 257 million euros, an increase of 44% compared to the previous year. The stock of Turkish investments, at the end of 2024, reached 1.3 billion euros, an increase of 23% compared to the previous year.
Turkish companies play an important role in several sectors of the Albanian economy, especially in the financial sector, the energy sector, the extractive industry, and even construction.
The value of foreign investment includes not only new flows, but also reinvested profits of existing enterprises. This item has gained an increasing weight in recent years in the structure of Foreign Direct Investment.
After Turkey, the second largest investor for 2024 was Italy, with a total inflow of 200 million euros. Italian investments have slightly decreased by 1.5% compared to the same period a year ago and are mainly oriented towards service activities.
The Italian investment stock at the end of 2024 reached 1.68 billion euros, up 16% compared to the previous year.
The increase in the investment stock is not only related to new flows (which were decreasing), but also takes into account exchange rate changes, price changes and other changes.
Based on the methodologies used to measure foreign investments, new flows are valued at the average exchange rate of the period, while the stock is valued at the rate of the last day of the period.
Also, the stock of foreign investments is revalued periodically, reflecting changes in asset prices.
After leading foreign investment for five consecutive years, the Netherlands dropped to third place among foreign investors for 2024. The value of Dutch investments fell to 176 million euros, 41% less compared to the same period a year earlier.
Meanwhile, the stock of Dutch investments has reached the value of 2.54 billion euros, an increase of 14% compared to the same period a year ago.
Among the few genuine Dutch investors in Albania is the Shell company, which is estimated to have made major investments in recent years with drilling in the Shpirag oil-bearing area.

Holanda preferohet për regjistrimin e kompanive offshore, sepse legjislacioni i atjeshëm garanton një shkallë të lartë konfidencialiteti lidhur me pronësinë e aksioneve.
Ai është edhe një juridiksion i preferuar për regjistrimin e shoqërive holding, sepse ka një rrjet të gjerë të marrëveshjeve me vende të tjera të botës për shmangien e tatimit të dyfishtë.
Investitori i katërt më i rëndësishëm vitin e kaluar, për nga vlera e flukseve të reja, ishte Austria, me 119 milionë euro, vlerë kjo e njëjtë me vitin 2023. Investimet austriake në Shqipëri janë të përqendruara sidomos në tregun e sigurimeve, në sektorin energjetik dhe në shërbimet e hotelerisë.
Stoku i investimeve austriake në fund të 2024-s arriti në 875 milionë euro, në rritje me 15% krahasuar me një vit më parë.
Rritje të ndjeshme vitin e kaluar shënuan edhe investimet e ndërmarrjeve kosovare, që arritën vlerën e 96 milionë eurove, me një rritje prej 32% krahasuar me të njëjtën periudhë të një viti më parë. Stoku i investimeve kosovare raportohet në 422 milionë euro, në rritje me 37% krahasuar me vitin 2023.
Pasuritë e paluajtshme kryesojnë për të tretin vit radhazi
Sipas sektorëve, pasuritë e paluajtshme kryesuan investimet e huaja në ekonominë shqiptare për të tretin vit radhazi. Në 2024, investimet e të huajve në pasuri të paluajtshme në Shqipëri arritën vlerën e 325 milionë eurove, në rritje me 17% krahasuar me vitin 2023.
Pasuritë e paluajtshme sollën pothuajse 24% të vlerës totale të Investimeve të Huaja Direkte për vitin e kaluar.
Cikli i rritjes së shpejtë të çmimeve të pasurive të paluajtshme në Shqipëri në vitet pas pandemisë po mbështetet në masë të konsiderueshme prej kërkesës që vjen nga investitorët e jashtëm.
Investimet e huaja në prona janë tipike sidomos për zonat bregdetare, ku, pavarësisht rritjes së çmimeve, ato ngelen mjaft konkurruese krahasuar edhe me vendet e tjera bregdetare të rajonit.
Rritja e fortë e çmimeve të pronave në vitet e fundit i ka bërë pasuritë e paluajtshme edhe një alternativë më tërheqëse dhe ka rritur numrin e blerësve që kanë blerë prona për qëllime investimi.
Banka e Shqipërisë vlerëson se në fund të vitit 2024, stoku i investimeve të huaja në tregun e pasurive të paluajtshme në Shqipëri arriti në 2.04 miliardë euro, në rritje me 30% krahasuar me një vit më parë.
Në dekadën e fundit, stoku i investimeve të huaja në pasuri të paluajtshme pothuajse është rritur me 27 herë.
The second sector by specific weight against total Foreign Direct Investment last year was financial services. This sector brought investments worth 287 million euros or 18% of the total.
Investments in this sector increased by 20% compared to a year earlier.
The banking sector consistently brings in significant investment flows, supported by high annual profits and increased regulatory capital requirements in recent years.
The stock of foreign investments in the financial sector is estimated by the Bank of Albania at around 1.8 billion euros.
Next comes the extractive industry, which last year brought in foreign investments worth 214 million euros, a value equivalent to 13.5% of all foreign investments for 2024.
However, Foreign Investment in the extractive industry decreased by 21% compared to the previous year. The stock of foreign investment in the sector is estimated at more than 2.5 billion euros.
Investments in the energy sector last year increased to 166 million euros, 4% more compared to 2023. Energy, and in particular solar energy, continues to attract high attention from foreign, but also domestic, investors.
The stock of foreign investments in energy has reached close to 3.7 billion euros.
The manufacturing industry also saw an increase in Foreign Direct Investment. Foreign investments in this sector increased to 173 million euros, 40% more compared to the previous year.
Foreign investments in the manufacturing industry are mainly concentrated in the manufacturing sectors, including the automotive industry.
