Third quarter/ Employees with insurance expand by 22 thousand in one year

The number of employees with contributions is increasing, despite measurements from the Labor Force Survey showing a decline in the number of employees.

The source of administrative data on employment (those paying insurance) reached 771,332 people in the third quarter of this year, an expansion of over 22 thousand or 3 percent more than the same period in 2024.

In the state sector, the number of contributing employees reached 183,841 people in the third quarter of 2025, with about 3,400 more people, with an annual increase of 1.9%.

Employment in public administration and state institutions is experiencing steady growth from year to year, peaking in the first quarter of the year with over 185 thousand people due to local elections.

Meanwhile, the private sector has also registered a more significant expansion. In the third quarter of 2025, the number of contributing employees in the private sector reached 587,491 people, up from 568,832 people in the same period of 2024. This means an increase of about 18,700 employees, or over 3% on an annual basis.

Overall, the annual comparison shows that the growth in paid employment in the third quarter of 2025 was mainly supported by the private sector, which not only has the largest share in employment, but also the fastest pace of expansion.

INSTAT publishes two indicators on employment performance. The first is the Labour Force Survey, which serves as an official reference and is a statistical survey conducted among households. A sample of individuals aged 15 and over is interviewed and persons who have worked for at least one hour for a salary or benefit during the reference week are considered employed.

The second indicator is administrative data that measures employees who pay insurance premiums and the data is obtained from the Tax Directorate.

According to the Survey data, employment shrank by almost 20 thousand people in the population aged 15-64 between the third quarter of 2024 and that of 2025. Meanwhile, salaried employees who pay insurance increased by about 22 thousand people in the same period.

The data from the Survey, more than changes in real employment, are reflecting the strong decline in population from year to year.

Of the number of older people who report being employed, only 73 percent pay insurance, according to two main sources of official data. This gap is narrowing due to the population decline, as before the pandemic, just over 50 percent of employees paid insurance. /Monitor
