The need for new energy capacities is expected to be met with additional investments that are expected to be rapid in the next two years, or at least that is what the 2026-2028 economic reform program predicts.

The draft issued for consultation highlights that there are at least 600 MW of installed capacity that is expected to be supplemented by private investments, approaching a value of around 1 billion euros.

“The volume-based auction plan for renewables shows careful attention to market absorption capacity and system integration challenges. The planned addition of at least 600 MW of new renewable capacity is calibrated to match grid development and market maturity.

The economic impact of this reform for the medium term focuses mainly on the investment needs to generate the targeted capacities (600 MW). To achieve this objective of additional investments in solar and wind energy generation capacities, private investments of around 914 million euros are needed,” the program states.

The same underlines that investment estimates are generated using the International Renewable Energy Agency (IRENA) costs for renewable energy investments.

"This additional investment is planned to occur in 2026 and 2027 and is introduced as an external shock to the baseline macroeconomic scenario," the program states.

The program also touches on tariff reform, underlining the need to balance market needs and social protection. “Measures against energy poverty go beyond simple subsidies to include energy efficiency improvements and support for distributed renewable solutions.

"This comprehensive approach aims to address the root causes of energy poverty while supporting the broader objectives of the energy transition.
