The Democratic Party denounces with documents the minister with three portfolios, Blendi Gonxhen. According to the PD, Gonxhe committed a legal violation while performing his duties.

The spokeswoman for Anti-corruption in DP, Genta Vangjeli, stated that as soon as he took office as minister, Gonxhe planned the next thefts by giving millions of euros in predetermined tenders to his friends.

It is not the first time that PD denounces Blendi Gonxhe for legal violations during the exercise of his duties.

The Minister of Economy, Culture and Innovation, as soon as he took office, started planning for the next theft strategies. In February 2024, when the joint-stock company subordinate to him, the Operator of Centralized Purchases, was created, Gonxhe hurried to appoint to the post of administrator Arlinda Pogan, the famous director of procurements mentioned together with Blendi Gonxhen without account in the reports of KLSH- for the poor performance of procurements in the General Directorate of Road Transport Services, Tirana'.

But of course Rama's officials are not penalized but promoted for breaking the law...

In November 2024, Blendi Goxhe's Concentrated Purchasing Operator developed the limited procedure, above the high monetary limit, for the purchase of food for the Institution of Execution of Criminal Decisions in the Prison system, with a total fund limit of 26.1 million euros, divided into 6 lots, and contract term 48 months from the date of signing the framework agreement.

The contracting authority of Blendi Gonxhe, contrary to the principles of public procurement, has used the framework agreement as a procurement tool, contrary to its purpose according to Article 52 of Law 162/2020 'On Public Procurement' as amended.

But the law in the hands of Malic Gonxhe and Pogas was used as a tool to increase the limit fund to millions of euros and ensure the conclusion of contracts with a term of 4 years in violation of article 2, article 3 of the LPP, but also VKM no. 285/2021 "On the adoption of the rules of public procurement" amended, article 106 point 3 where it is written: The contracting authority/entity does not enter into multi-year contracts for work, goods or services, for which planning and annual uses are made, which are easily found in the market and can be procured normally.

In DT, the OBP of Blendi Gonxhe has determined that bidders are not allowed to rely on the capacities of other entities, in flagrant violation of the LPP which protects this right of operators exactly with its article 84.

The evaluation of the offers was certainly carried out in accordance with the rules of Blendi Gonxhe and not the legislation on public procurement, since the predetermined winners were announced as such with the offers presented almost as much as the limit fund, so they will be paid:

4.9 million euros to buy bread;

1.6 million euros to buy eggs;

7.8 million euros to buy milk;

4.8 million euros to buy basic food

4.6 million euros to buy fruits and vegetables

5 million euros to buy meat.

And who did about 29 million euros go to?

- but also in the companies of Shemsi Sinan's family, sentenced by a final court decision to 4 years in prison for corruption with the tenders precisely related to the directorate of prisons. 4S shpk is one of Sinani's companies, in papers owned by his son Dzhino Sinani who does not have a week without winning public procurement contracts, while Sinani Trading shpk is the other company exactly the entity that Shemsi Sinani used during the commission of the criminal offense for which he was sentenced to prison by the court and at that time it was called MB Kurti shpk, a company that he directly owned and after being caught in corruption, he fictitiously gave it to his other son Ledion Sinani.

Blendi Gonxhja and his soldiers forget that the documents remain and the day will soon come when the money he shares with lawbreakers will be returned one by one to the Albanians./ CNA
