'Consultancy for proposed laws', Subashi of Fier concocted a 24

The Municipality of Fier, under the leadership of socialist Armando Subashi, has concocted a tender worth 24 thousand euros, funds which ended up with people connected to Ajola Xoxe, wife of the Mayor of Tirana, Erion Veliaj.

In the voluminous file of the Special Prosecution Office (SPAK), which has so far concluded with the arrest of Veliaj, as well as the placement of Xoxe and several important businessmen in Tirana under security measures, details are also provided about a project financed by Subashi of Fier, in 2021.

According to conversations administered by SPAK, it turns out that Xoxe's associates, citizens Ines Dani and Adela Kondakçiu, discuss, among other things, the payment for a project of the Municipality of Fier.

The project is titled 'External consultancy for draft laws', worth 24 thousand euros. This project was awarded to 'Individual Ines Dani', but in the meantime, the latter has no knowledge that she was the winner of this fund.

But, beyond the official winner's ignorance, the project financed by Armando Subashi appears to be entirely fictitious.

According to the project, the Municipality of Fier has commissioned consultancy for draft laws, while local government institutions do not have the authority for legislative initiatives.

The Constitution of the Republic of Albania stipulates that the right to propose laws belongs to the Council of Ministers, any MP or 20,000 voters. So, it seems clear that the Municipality of Fier does not have the right to propose laws and, consequently, the project with the 'winner' citizen Ines Dani seems to be completely fabricated.

It turns out that the payment for the 'fabricated' project was made on June 14, 2021, and the amount was slightly more than 3 million new lek, the equivalent of 24 thousand euros, a value mentioned in the conversations administered by SPAK.

Subashi, a 'fabricated' project

According to the documents administered by SPAK, it appears that economist Adela Kondakçiu asks her boss, Ajola Xoxa, whether or not to proceed with the invoice related to the contract won by Ines Dani at the Municipality of Fier, by sending her a copy of the document in .pdf format. For her part, citizen Ajola Xoxa asks whether the contract provides for the full amount or whether it will be paid in two installments.

According to the Special Prosecution Office, 'it clearly results that the person who decides to issue the invoice and is continuously interested in the liquidation of the amount of money is not the natural person Ines Dani, as it should actually function, but Ajola Xoxa'.

Further, as cited in the court file, Ajola Xoxa is even concerned about the payment of VAT on the payment that Ines Dani should receive from the Municipality of Fier, telling Adela Kondakçiu that 'Ines should not pay the Value Added Tax in vain'.

Following the Kondakçiu-Xoxa communication, the financier informs her boss that Ines's bill has been liquidated. Kondakçiu even says that Ines Dani wanted to return part of the money to Ajola in CASH. But, at this point, Ajola Xoxa intervenes, saying that she would talk to Ines herself the next day.

According to the Special Prosecution Office, 'these communications further reinforce the fact that Ines Dani is simply an employee of Ajola Xoxa and her registration as a natural person was done with the intention of transferring funds from public and private entities in favor of the latter.'

But, while SPAK has raised strong suspicions in this case about the 'Ajola Xoxa-Ines Dani' scheme, the alleged completely fictitious procedure itself, developed by the Municipality of Fier, under the direction of Armando Subashi, still remains uninvestigated.
