
The Mayor, Erion Veliaj, tried yesterday through a photo of his late father-in-law, Arben Xoxa, to justify the villa in Qerret.
In fact, everything he's doing is unjustifiable. Once he used his son's toys, then he asked to find his wife's dresses, and now he's using his late father-in-law with a photo from 2018.

In fact, the conflict of interest in Erion Veliaj's relationship with Gentian Sula of "Agi Kons" is permanent.
We did not want to enter the business and businessmen, but the relationship of "Agi Kons" with Erion Veliaj begins in a pure conflict of interest since 2016.
And, as such, this permanent relationship is clearly revealed in the court's decision. And, as if it were the real picture of 2018.
Erion Veliaj tries to deny the villa and bill his father-in-law, but in fact he himself said in court "it is known as Erion's villa."
Meanwhile, the prosecution was able to investigate and secure payments for two villas in Qeret for villa 4A and 6A without going into the other facts that the 160 square meter villa was exchanged for an apartment of 100 or so square meters. There remains a difference of 30 thousand euros that was never paid.

On the other hand, this villa, which has a larger area than the apartment, has a plot of about 500 square meters and Erion Veliaj made about 10 payments for it.
"It is established that for the villa 4A and 6A, citizen Erion Veliaj periodically pays a fee, apparently an administration fee, a payment that seems to start from August 2020 and ends on 31.05.2021. The villa named 4A at that time corresponds to the object with current property number 1/647, Vol 29, page 103, ZK 3101, owned by the commercial entity 'Agi Kons' sh.pk, an object in which control was exercised in implementation of the decision of the Special Court of First Instance for Corruption and Organized Crime, No. 698, dated 05.12.2024.
On the other hand, the period in question (August 2020) coincides with the conclusion of the contract concluded between 'Agi Kons' and the Municipality of Tirana, with the object of building the 9-year school 'Qazim Turdiu', with no. Prot. 25117/39 dated 29.09.2020. The total value of the contract is 362,713,599 lekë (excluding VAT). All the above facts in their unity prove the reasonable suspicion based on evidence that this is a hidden villa of citizens Erion Veliaj and Ajola Xoxa and was not declared to the HIDAKKI as it is the result of an irregular benefit granted by citizen Gentjan Sula in the capacity of the owner of the commercial entity 'Agi Kons' sh.pk, to citizen Erion Veliaj due to his duty as mayor of Tirana.
"From 2016 onwards, the entity that has provided the irregular benefit has benefited from procurement procedures and concessions in considerable amounts from the funds of the Municipality of Tirana. Also, most of the enterprise contracts have not completed their effects, including the concession contract. Some of the procurement procedures have benefited almost as much as the limit fund, disqualifying all competing operators except the winner 'Agi Kons' sh.pk", the decision and the facts revealed by the court explain.


On the other hand, it turns out that Erion Veliaj has problems and results in a lack of legal resources for wealth creation because the level of savings and expenses is higher than the total annual income without taking into account living expenses.

"Thus, the total income is 1,591,120 lekë, while the total expenses only for increasing the income of the bank account at Credins Bank No. 491825 and for repaying the loan are: 2,013,204.88 (two million thirteen thousand two hundred and four point eighty-eight) lekë (1,292,364.88 lekë (savings in bank account + 720,840 lekë (loan repayment).
This means that this year, citizen Erion Veliaj lacks legal resources to justify the creation of assets worth 422,084.88 lekë, not counting the living wage expenses according to INSTAT, which would further deepen the balance.
"This conclusion is reached considering the fact that in creating the bank account, no other source of income from the wife was declared. Therefore, from the arithmetic and logical control, it results that this asset declaration is problematic," the court's decision states.
Regarding the apartment, according to the court, from the administered acts, there is no data on how the payment was made and from the practices administered by state institutions, the 2003 enterprise contract is not found. Moreover, the sellers in this case have obtained the quality of investor on 14.07.2004-from the Registration certificates as taxable persons. Therefore, there is no trace of how the payment for the purchase of this apartment was made. Also, it is not proven that any apartment was sold by the parents of citizen Erion Veliaj that served as a source for the purchase of this apartment as declared in the asset declaration.
"In response to the request No. 7642 Prot., dated 17.05.2024, of the Special Prosecution Office against Corruption and Organized Crime, the ASHK has returned the response No. 6591/1 Prot., dated 29.05.2024, from which it results, among other things, that the citizen Erion Veliaj owns the assets: Reference 022014, zk: 8150, no. of Property 2/543+1-29, map index tr-n-13, vol: 50, page 34, owner Erion Luan Veliaj and equipped with a certificate for verification of ownership no. 581954, dated 18.09.2013, from the ZVRPP Tirana, Zk. 8150, no. of the property 2/543+1- 29, vol 50, page 34, type of property "apartment", surface 111.20 m2, ownership Erion Luan Veliaj, address of the property: Rr. "Hoxha Tahsim", Tirana, Shk 1, Kt 8, AP. 29. This apartment was revalued in 2013 at the price of 12,810,240 lekë.
This apartment was purchased by citizen Erion Veliaj according to notarial contract No. 3405 Rep., and No. 1839 Kol., dated 12.09.2013, Notary Violeta Sulkaj, from the sellers Agron Jaupllari personal no. F80701165M, in the capacity of investor with NIPT: K41914803B (Person Indikator Agron Jaupllari) and Thanas Popa, personal no. F90920192F, in the capacity of investor with NIPT: K41914807K, as well as Sulejman Hajdari, personal no. E30807092H, in the capacity of investor with NIPT K419148011.
The sale price declared by the parties in the contract is 5,115,200 Lekë. The contract stipulates that "The Buyer declares that he agrees to purchase and that the above amount has been fully liquidated outside this office according to the enterprise contract since 2003," the decision states.

Neither the company nor Erion Veliaj have been able to produce a single document to justify the villa and the conflict of interest is a decade old and anyone who can read understands it quite well. Concessions have been made and permits have been granted and therefore it is a pure conflict of Erion Veliaj leaving aside the business and focusing on the mayor, who seeks to jump up with excuses when in fact the truth is there and he knows it very well. Perhaps businessmen may decide to give villas and mansions and give them to a mayor or his father-in-law for fun, but this should be declared especially when it is in a pure conflict of interest./ CNA
