On December 26, 2019, Plarent Ndreca, then General Secretary of the Ministry of the Interior issued a procurement order number 10733.

The letter ordered that the procurement be carried out with the object "Study, Design for some type projects, objects of the State Police. The limit fund was set at 55.2 million ALL without VAT.

The procurement order was issued without first receiving confirmation from the Ministry of Finance that the funds were within the budget ceiling allowed for commitments. But that was the smallest of offences. What has happened next is a manual of kidnapping and looting of budget funds, which would be the envy of the long-time mountain hunters.

The directly negotiated tender took place within only 5 days of issuing the procurement order. On December 30, the Ministry of the Interior announced the winner of the 520 thousand euro tender, the merger of the companies Derby-E and Ape shpk.

A day later, on December 31, Plarent Ndreca, from the position of authorized officer, signed the contract. On the same day, Mr. Ndreca in the capacity of Secretary General of the Ministry, with order no. 10504 orders the establishment of the working group for taking over the project. And as if all this was not enough, on the same day, the Derby-E company issues an invoice to the Ministry of the Interior in the amount of 25 million ALL.

So in one day, the procedure was approved, the contract was concluded, it was taken over and the invoice was issued to pay the money. This is the incinerator of the Ministry of the Interior.

The band of robbers almost succeeded in stealing money from the state budget. Only a problem arose. A good statesman shot at the Ministry of the Interior. This was the director of the budget, Viktor Hysaj. Mr. Hysaj, who held that office for 30 years and had been with dozens of interior ministers and general secretaries, stopped giving money.

Through several official letters, he informed the Minister of the Interior that the entire procedure was illegal and that he could not authorize the payment of money in violation of the law. But the minister seemed more on the side of the kidnappers than of the state and public interest.

Despite numerous pressures, the budget director never authorized the payment of the tender money. This is the reason why the owner of one of the winning companies went public a few weeks ago and declared that his company has not yet been paid by the government and that it is going bankrupt.

The whole scandal broke out in public, two years later, when the auditors of KLSH knocked on the Ministry of the Interior. After receiving the practice documents and internal communications between the procurement unit, the director of the budget and the general secretary of the ministry, the KLSH inspectors took the tender to SPAK, criminally reporting 5 people, including the chairman of the Tender Commission, Ferdinand Tarazhi and general secretary Plarent Ndreca. The first, for good work, was later appointed director of the Tirana Incinerator, while Mr. Ndreca was made a deputy. 

This was the saga of the attempt to urgently grab 520 thousand euros on the last day of the year 2019. But although this attempt was thwarted by the resistance of a good statesman, another plan managed to work. And SPAK has the fact in its own yard. The famous tender for the purchase of pistols for BKH investigators.

The 62 famous berets of BKH agents, which cost 500 euros on the market, were bought by the Ministry of the Interior for 1500 euros each and came out with compromised quality./ CNA
