According to him, Salillari has appropriated over 1,500 m2 of the Zoo's land for this construction.

This oligarch has not stopped in his crimes and illegalities, as he not only robs public funds and does not even pay taxes, but has become a serious concern for many years for the residents of the palaces and the whole neighborhood near the zoo.

- He has built over 2500 m2 without permission, risking the collapse of the adjacent building, which created cracks in the foundation, risking not only its collapse, but also the lives of the residents. The former Minister Cuci himself declared the confiscation of the building without permission (the works were suspended for some time), giving Salillar the opportunity to falsify documents, to make fake order contracts, as if he had sold his employees 3-4 entrances each, to do with after farcical trials with the aim of removing the sequestration measure, (for this there are falsified documents that have been used in court proceedings).

For this construction without permission, Salillari is also under criminal prosecution and has been sent to court by the prosecution, but even though he is under criminal prosecution, he steals and robs public funds in violation of the law.

- For all these flagrant violations of the law, residents have complained several times to the relevant institutions, but the institutions are silent, they have not acted. This is because Salillari himself declares that: I have Lali Er in my pocket, I have him as a friend, I have financed him in the campaign, he will be the future of the SP and of Albania, I don't ask about the others.
