The people of the incinerators not only benefited from contracts worth hundreds of millions of euros for the construction of incinerators, but their companies have history and connections with water meters in several municipalities, construction of dams, pits, tenders, landfills, but also before financed projects as in the case that is being we bring today.

Elton Bualli's application for the IPARD 2 program

According to the documents that we are listing below, Elton Bualli with the position of director in the non-existent Tirana incinerator applied for the IPARD 2 program in June 2020.

Funds which were also involved in the last scandal denounced by the controlling structures of the EU. It turns out that on 14.07.2020 Frida Krifca requested additional information about some components from the applicant company of Elton Bualli:

How much money did Elton Bualli earn?

On November 18, 2019, a little more than 6 months after the application to AZHBR, Tirana's incinerator company signed a lease contract with its employee ELTON BUALLI, for a land of 8500 m2. The contract is concluded for a period of 15 years for a ridiculous amount of 11,500 ALL per month. 8500 m2 with the rental value of a pension in the village and this for 15 years.

Bualli's contract with the Tirana Incinerator company was signed only 4 days after Elton Bualli, the company's director, was registered as a natural person. After the fund with AZHBR was benefited, in August 2021 this contract was revoked and a sale contract of this property was signed between the parties. On 12.08.2021 the ridiculous rental contract is revoked, and on 16.08.2021, i.e. 4 days later, the conditional sale contract of the property is signed for a value of 19,550,000 ALL. Again very small with the reality in the cadastral area. The payment will be made in two installments, according to the contract, the first installment by 31.03.2022 and the second installment by 15.08.2022.

From the documentation brought by CNA (always exclusive) between IEBV and the employee Elton Bualli on 16.03.2021, a loan contract was concluded which was amended on 08.06.2021 and on 19.10.2021 for a total value of 500,000 euros. On 19.10.2021, the third contract was concluded for the value of 90,000 euros.

We also have the contract signed by Elton Bualli and the company for the construction of the greenhouse in the Landfill area.

According to the documents provided by CNA and the investigation, it turns out that in the end the incinerator company of Tirana, IEBV decided to circulate money in a strange way in the name of an employee by giving him a loan of 500,000 euros, and then selling him a land worth 19,550 .000, thus increasing the value of the loan.

Who are the real beneficiaries?

The real beneficiary, there are all doubts, is not Elton Bualli, the scheme shows the company of Zoto and Mërtir, also the subject of Stela Gugalles and the company of Mark Jaka.

The latter, according to data provided by CNA, is the man who moves with the media and exerts illegal influence on institutions to allow Mirel Mërtiri to continue his control over the Tirana Landfill.

Mertiri, finally, using Mark Jakë, some media and journalists who are paid with the money of the incinerators, have brought accusations and attacks on SPAK prosecutors, blackmail, slander, threats and even threats, or concealment and deviation of the truth regarding incinerators.
