A flurry of headlines in the media in recent weeks about Chinese espionage should compel the West to step up its China-focused counterintelligence efforts. On September 10, the British daily "The Sunday Times" reported that MI5, Britain's internal security agency, had arrested a researcher working for the China Research Group in the United Kingdom's House of Commons on suspicion of being a spy for account of China.
The 28-year-old, said to be called Chris Cash, had been in close contact with many members of the British parliament. While the success of whatever activity Kesh is alleged to have undertaken is unknown, a source from Whitehall, the seat of the British parliament, speculated, saying: "I'm pretty sure he changed the attitude of some MPs, from the rich to a tough approach towards China, in a neutral and apathetic behavior towards Beijing".
But this was not the only news from Great Britain. The Times also reported on September 12 that MI5 had warned the Conservative Party in 2021 that two of its parliamentary candidates could be agents of China's United Front Works Department (UFWD) - the main agency Chinese for foreign influence overseas and its propaganda campaigns.
In the US, Jimmy Quinn of the National Review reported on September 10 that aides to New York City Mayor Eric Adams had traveled to China with one of the defendants in a Justice Department case against Chinese nationals accused of setting up a station. outlaw police, run by the Chinese government in New York City.
The news echoed previous Chinese operations in the US, which succeeded in infiltrating agents close to Democratic Senator Diana Feinstein and Democratic Congressman Erik Suolluell. And in August, the Justice Department arrested two US Navy sailors on charges of passing classified information to China on US naval activities, ship designs and armaments.
Meanwhile, the Canadian government announced on September 7 the opening of an investigation into Russian and Chinese interference in its national elections. Earlier this year, Canadian newspaper The Global and Mail cited Canadian intelligence reports indicating that the Chinese secret service ran an influence operation aimed at keeping Prime Minister Justin Trudeau's Liberal Party in power and defeating conservative lawmakers considered as hostile to Beijing's interests.
China's efforts in this regard included undisclosed political contributions and forcing Chinese students to volunteer for campaigns. This scheme resembles successful Chinese attempts to infiltrate and influence the Australian parliament in recent years.
This kind of penetration into Western institutions is quite subtle compared to that in India. Various Indian media have reported a diplomatic clash between Chinese officials and staff at the Taj Palace in Delhi, the host city for last week's G20 summit.
According to the Times of India, a Chinese delegation refused to hand over 20 bags of "suspicious equipment" at a security checkpoint, sparking a 12-hour dispute with hotel security staff. The Brazilian president stayed in that hotel and American President Biden stayed very close to him.
This heightened level of scrutiny raises uncomfortable questions about the intersection of national security interests, civil liberties, and racial issues. But only society-wide vigilance can counter an offensive of Chinese Communist espionage and influence that is spreading into every corner of American society and around the world.
