A day after the transfer of some properties to the Albanian Investment Corporation by the Council of Ministers, the latter opened the call for private development of another area.
Specifically, on January 10, the call was opened for the new building of the National Library, which will take place on several properties located on "Gramoz Pashko" street near the "Student City", with a land area of ??27 thousand m2.
The recently announced call requires private individuals interested in developing these state properties in partnership to submit potential projects that will go through several phases.
The properties made available are in an area of ??Tirana known as the former German Villas, while the decision that transferred these properties to the Corporation foresees several sub-projects such as "Copëzat", "Hospitality" and "New Building of the National Library". In the case in question, we are dealing with the opening of the call for the sub-project of the National Library.
"This investment project aims at the conception and design of a multi-functional development in the area of ??the former "German villas", an important location in the capital, known for its dynamic urbanization and proximity to a number of major destinations and nodes in the surrounding urban area, turning it into a multi-functional center to increase functional efficiency and to contribute added value to the social life and economy of the city of Tirana.
The investment project is carried out through a partnership model, where the Corporation has the role of developer of state owned properties and mediator between the public institution, which has an interest in developing its property and benefiting from a modern library, and the private partner, which owns the resources. financial, human and executive, and has an interest in the realization of the investment project" it is stated in the announcement of the Corporation that leaves the deadline for expression of interest on February 10, 2025.
According to the notice, the qualification phase (Phase I) consists in the submission of an application by the interested entities, which contains the preliminary architectural project idea of ??the multi-functional development project on "Gramoz Pashko" street, Tirana (former "German villas" ”) and the documentation that certifies the fulfillment of the conditions and qualification criteria of the applicants.
The selection phase (Phase II) consists in the submission of a proposal, which contains two separate envelopes: (a) the first envelope contains the architectural project-idea of ??the multi-functional development on "Gramoz Pashko" street, Tirana (former German villas”) and (b) the second envelope contains the financial offer, as detailed in the Invitation for Proposals.
The National Library building is part of a chain of similar projects for which the state gives up the property in order to transfer it to the private sector for development with the latter's funds and in return receives a certain area for offices.
One such case is the properties at the former Atsh or at Hipoteka and at Construction Engineering where projects related to this program will be developed. Likewise, the "Selman Stermasi" stadium is also included in this initiative./ Monitor magazine
