The activity of judicial civil servants will be evaluated periodically every year, in accordance with the new regulation approved by the High Judicial Council.

According to the decision "On the approval of the regulation "On the evaluation of the activity of judicial civil servants" published in the Official Gazette, the evaluation begins from the date of commencement of duty in the respective place, while civil servants on probation will be evaluated twice a year.

The regulation on periodic evaluation will include all categories of civil judicial officers, including: the chancellor; non-magistrate legal advisor in the High Court; legal assistant in the court of first instance and the court of appeal; chief secretary; judicial secretary; finance and budget officers; officers working in the fields of legal research and documentation; human resources officers; procurement officers; information technology officers; judicial statistics officers; protocol-archive officers and public, external and media relations officers.

According to the regulation, the performance evaluation process includes several sources: a) the self-evaluation form, b) the written opinion of the superior, c) the written opinion of the panel or the trial panel, d) and the personal file of the judicial civil servant.

In this process, the judicial civil servant carries out a self-assessment according to the standard form approved by the High Judicial Council. Through this form, he/she: evaluates the activity against the specified criteria, describes the degree of achievement of the objectives by explaining the reasoning, identifies training needs and professional development measures, suggests measures for his/her professional advancement, and identifies weaknesses and strengths related to each criterion.

After completing the self-assessment form and collecting the necessary documentation, these materials are submitted to the court president within two weeks from the date of notification of the start of the process. The court president then drafts the assessment report within four weeks.

The process also ensures the employee's right to access the evaluation file and to object in writing to the draft report within two weeks of its receipt. This mechanism aims to increase transparency and maintain professional standards in the judicial institution.

This regulatory step serves to ensure continuous and regular monitoring of the activity of judicial civil servants and to guarantee that working standards in an important sector such as this remain high, thus contributing to the overall improvement of judicial functioning./CNA
