The Llogora Tunnel has been the most financed facility this year, just like last year among all other investment projects undertaken by the government.

Detailed data from the Ministry of Finance show that from January to September 2023, 6.7 billion ALL were released for the construction of the Llogora tunnel, which is as much as 15% of the released investment funds in the 9-month period.

Based on the disbursed funds, it seems that the works in the tunnel have progressed faster than the program, since in June 94% of the annual planning for this facility was exhausted. In total, the performance of public investments has been weak in 9 months, as only 35% of the annual plan has been realized.

After the Llogora tunnel, the largest investments in the 9-month period were made for the purchase of light weapons and ammunition, with a value of 2.2 billion lek, or about 21 million euros.

The third most financed project this year is the construction of individual housing with a value of 1.4 billion ALL in 9 months, while the fourth most financed project was Rruga e Arbri, with a value of 1 billion ALL by the end of September. while the annual funding for this axis, which was built with a PPP concession, is 2.8 billion ALL.

The fifth most financed project was the water supply programs, developed by the Development Fund with 833 million lek, or about 8 million euros.

The sixth most funded project from the IPARD II measure 3 program with a value of over 690 million lek.

The detailed list of investments shows that until September, only 42 billion or 35 percent of the annual plan of 120 billion alleks have been invested.

These days, the Treasury in the Ministry of Finance is making large payments to companies with which it had contracts for work and services.

In the last two years, the Llogora Tunnel has been the most financed facility in the country. This facility aims to facilitate the movement towards the South of the country and tourist areas already very popular with foreigners. The infrastructure of Vlora district has been put in the center of public and private investments.

In recent years, a new "By Pass" has been operational that avoids traffic from the old road along the coast. The new Vlora river road, together with the Llogora tunnel and the Vlora Airport are taking the infrastructure of the district to a new level.

Although in the three decades of transition, Albania has concentrated investments for the improvement of road infrastructure in the country, investments in the lines that connect us with the main European TENT network have lagged behind.
