International drug trafficking/ SPAK sends Gëzim Bakalli and Erjon Loci to

SPAK has today sent file 108/2024 for international drug trafficking for trial. The Special Prosecution Office against Corruption and Organized Crime has completed the investigations and has sent for trial, criminal proceedings, no. 108 of 2024, to the Special Court of First Instance, against the defendants: Gëzim Bakalli (alias Shkembim Cërmanji) and Erjon Loci.

Full announcement:

Gëzim BAKALLI (alias Shkembim Cërmanji), accused of consuming elements of criminal offenses:

i. “Trafficking in narcotics”, committed in the special form of cooperation, that of a structured criminal group, more than once, in 15 (fifteen) episodes, provided for by articles 283/a/2 and 28 point 4 of the Criminal Code, in connection with article 334/1 of the Criminal Code “Commitment of criminal offenses by a criminal organization or a structured criminal group”,

ii. "Structured criminal group", committed in the form of leadership provided for by Article 333/a/1 of the Criminal Code,

iii. “Forgery of documents”, provided for by Article 186/1 of the Criminal Code (regarding the Kosovo driving license/license),

iv. “Forgery of identity cards, passports or visas”, provided for by Article 189/1 of the Criminal Code regarding the Kosovo passport),

v. “Falsification of civil status acts”, provided for by Article 191/1 of the Criminal Code (regarding the Kosovo identity card).

Erjon LOCI, accused of consuming elements of criminal offenses:

i. “Production and sale of narcotics”, committed in a special form of cooperation, that of a structured criminal group, more than once, in 6 (six) episodes, provided for by articles 283/2 and 28 point 4 of the Criminal Code, in connection with article 334/1 of the Criminal Code “Commitment of criminal offenses by a criminal organization or a structured criminal group”,

ii. "Structured criminal group", committed in the form of participation provided for by Article 333/a/2 of the Criminal Code.

The investigations into this criminal proceeding were carried out in close cooperation with the Swiss justice authorities, the National Bureau of Investigation, as well as the investigation structures of the Criminal Police Department of the State Police.

From the acts administered in the interests of this criminal proceeding, it has resulted and proven that the Prosecutor's Office of the Canton of Solothurn has continued to conduct investigations against several persons, including Albanian citizens, who, during the years 2018-2024, as part of a structured criminal group, have imported significant quantities of narcotic substances such as cocaine, heroin, marijuana and ecstasy, which were mainly obtained from Latin America and Germany. Further, these quantities were traded in the region of the Canton of Solothurn, as well as in other countries.

Parallel investigations conducted by the prosecution offices of the two countries, using special investigative methods, have made it possible to identify and prosecute in Switzerland and Albania 12 individuals (Albanian, Swiss, Turkish and Italian citizens) who were involved in the illegal criminal activity. The Swiss justice authorities have prosecuted 10 Albanian and foreign citizens.

In order to collect evidence related to the documentation of illegal criminal activity in Swiss territory, related to the trafficking, trading and organized importation of narcotics, a series of investigative actions have been carried out.

From these investigative actions, it has been proven that the associates of the persons prosecuted and/or convicted by the Swiss justice authorities, who have illegally trafficked narcotics in the territory of the Swiss Confederation in the form of a structured criminal group, and have traded them in the Swiss territory, are the defendants Gëzim Bakalli and Erjon Loci.

From the acts administered within the framework of mutual legal assistance in the criminal field, it has been proven that the defendants and their associates have coordinated with each other in these criminal activities also through communications via the encrypted platforms "Sky ECC", "Threma" and "Signal".

The defendant Gëzim Bakalli played the role of leader and financier in this illegal criminal activity, which he carried out in collaboration, in the form of a structured criminal group in 15 (fifteen) episodes, while the other defendant, Erjon Loci, is one of the persons who assisted the defendant Gëzim Bakalli in transporting and selling narcotics in Swiss territory in 6 (six) episodes.

As a result of the controls carried out in Switzerland and Albania, the following items were seized:

22.25 kg of heroin (with purity percentages ranging from 62% – 30.7%),

345.4 kg of cocaine (with a purity percentage ranging from 86.9% – 44.2%),

1,000 kg of cocaine, (remaining in the attempt)

2 kg of marijuana

10,000 ecstasy tablets

2(two) firearms (SIG 210, SIG 220), as well as combat ammunition

a women's Rolex watch,

a watch of the brand “HUBLOT”,

two recording devices,

2 camouflage hoods and written documents (purchase contracts, real estate and movable property),

bank card,

six mobile phones

In order to identify other associates of the defendants, Gëzim Bakalli and Erjon Loci, the criminal proceedings no. 108 of 2024 were separated into proceedings no. 108/1 of 2025, for which investigations are ongoing.
